On the ba~i~ of an .Initial Study of the potential environmental impacts of the <br />projec~ the Director of Planning and Community Development has determined that <br />the proposed project would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. <br />This Initial .S..t.udy is available for review at the Planning Division,. 200. Bernal <br />Avenue~..Pleasanton. Comments on this decision may be directed to either the <br />Planning staff prior to the above meetin8 dates or .directly to ~he city council <br />at the above noticed meeting <br /> Mayor Mercer explained that the State had not approved the City's Housing <br />Element as submitted stating that it did not contain enough quantitative material. <br />Mayor Mercer suggested this item be continued until after approval is received <br />from the State on the City's Housing Element. Council concurred. <br /> <br /> Mayor Mercer declared the public hearing Open on the review of the draft revised <br />Housing Element of the General Plan of the City of Pleasanton formulated pursuant to <br />State Government Code Section 65302 and State Housing Element Guidelines and accom- <br />panying Negative Declaration, and continued this item to the meeting of August 26, <br />1980, 8:00 P.M., at the Fairgrounds Cafeteria. <br /> <br />CoUnty Referral - Nellsen Ranch General Plan Amendment <br /> Mr. Harris presented his report dated August 5, 1980, regarding this matter. <br /> <br /> Mr. George Allen, of William J. Black and Associates Engineers, representing <br />Mr. Nellsen, presented a brief background regarding this parcel of property which <br />is located in the west hill area of Dublin. Mr. Allen stated his client desired <br />to have this property rezoned from Agriculture to Residential in order to develop <br />residential, adding that he already had 150 sewer permits. <br /> <br /> Council questioned why the City would be involved in this referral since the <br />property is in the San Ramon area. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Kephart, that staff be instructed to advise Alameda County Planning <br />Commission that the City Council is neither in favor of or in opposition to the <br />General PlanAmendment application of Mr. Nellsen, and feel he should have the <br />right to determine the future of his property. <br />The roll call vote was as follows: <br />AYES: Counc~!members Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSEnt: None <br /> <br />MATTERS CONTINUED FOR DECISION <br />AdOption of OrdinanCe No. 936,...regulating Cond0~inipm Conversions i9 the .City Of <br />Pleasanton <br />(Introduced 5-.~7-80, 5-A~s) <br />(Contd. from 6-24-80 and 7-8-80) <br /> The City Attorney presented Ordinance No. 936, which would limit the number of <br />apartments that could be sold individually as condominiums to the number of new <br />apartment units built each year. <br /> <br /> Mayor Mercer stated that Ordinance No. 936, was introduced on May 27, 1980, by <br />a vote of 5-Ayes, and adoption of the ordinance continued from the meeting of June <br />24, 1980, and July 8, 1980. <br /> <br /> 6. 8/12/8o <br /> <br /> <br />
