stated that with regard to the Housing Element and the feelings of the Planning <br /> Department itself is that the guidelines are "mandatory". He stated he does not <br /> agree and urged the City Council to adopt a plan that represents the voters of <br /> the community. He stated that further, many governments are run by agencies and <br /> not the people and he does not wish to see this happen in Pleasanton. <br /> <br /> Mr. Gerald Case, 251 Kottinger Street, Apt. #35, stated he is concerned with <br /> housing for senior citizens and has concerns with Policy 8 "Lower and Moderate <br /> Households". He stated that he is the Vice Chairperson of the Human Services <br /> Commission and Administrator of Pleasanton Gardens,and also has concerns with <br /> with "landbanking". He stated that currently the capacity for senior citizens <br /> in Pleasanton is 120 units, including Pleasanton Gardens, Kottinger Place, and <br /> Pleasanton Greens, and that this is not sufficient for the needs of senior citizens. <br /> <br /> Mr. Yvan Albert, 7926 Hillsboro, asked if Council had received a letter from the <br /> Housing Authority, and the Council stated they had. Mr. Albert stated the General <br /> Plan Review Committee had made several recommendations to the City concerning areas <br /> for low and moderate cost housing and he hoped the Housing Element will have enough <br /> strength to use the recon~nendations. He emphasized the great need for low income <br /> rental housing in Pleasanton. <br /> <br /> }~yor Mercer suggested sending a letter to the Assembly and Senate regarding the <br /> six weeks it took the State to respond to Pleasanton's Housing Element. Council- <br /> member Butler stated he agreed with this but he felt the letter should include the <br /> City's contention that the Housing Element is not "mandatory". After discussion, <br /> it was moved by Councilmember Kephart, and seconded by Councilmember Butler, that <br />..... a letter be sent to the Assembly and the Senate voicing Pleasanton's concern re- <br /> garding the length of time it took the State to respond to the City~s Housing Ele- <br /> ment. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> ADJOLFRNM~ <br /> There being no further business at 7:55 P.M., Mayor Mercer adjourned the Ad- <br /> journed Regular meeting, to meet again in Regular Session on August 12, 1980, <br /> 8:00 P.M., at the Fairgrounds Cafeteria. <br /> <br /> Respectfully submitted, <br /> <br /> · WALleR, CX~Y'CLmX <br /> T <br /> <br /> 3. 8/7/80 <br /> <br /> <br />
