REPORTS OF BOARDS AND COI~ISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Waste Discharge Permit for Villa Ammando Winery <br /> Mr. Walker presented his report dated February 1, 1980, regarding this matter. <br />He stated that Villa Armando Winery had agreed to this procedure. <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Wood, that Resolu- <br />tion No.'80-36, requiring Villa Armando Winery to prepare a comprehensive study of <br />their waste discharge problems and to install certain facilities to control and <br />maintain the industrial waste - the study should be completed and the facilities <br />installed prior to the City transferring the Sunol Sewage Treatment Plant flow to <br />the Dublin San Ramon Services District Plant scheduled for this summer; authorizing <br />the City staff to take appropriate action to see that the time table is adhered to <br />by Villa Armando Winery: (1) complete the Comprehensive Study of the winery's dis- <br />charge problem by April 11, 1980 (60 days from February 11, 1980); and (2) complete <br />installation of minimum facilities by August 11, 1980 (6 months from February 11, <br />1980); and if necessary, take appropriate action that would include the discontin- <br />uance of water service to the winery, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br />Matters for the Information of the Council <br />Mr. Walker presented the City Council Agenda Planning Report for February, <br />March, and April. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Opinion Re~ardin~ banning the sale of all Paraphernalia related to the use of <br />dru~s within the City of Pleasanton <br /> Mr. Levine suggested this item be continued to the meeting of February 26, 1980, <br />for full Council attendance. Council concurred. <br /> <br />Re-introduction of Ordinance No. 926t creating a special~ one-time only exemption <br />from the R'~siden't~al Allocation Pro~r'am for certain "remnant" projects <br /> Mr. Levine presented his report dated February 6, 1980, regarding this matter. <br /> <br /> Mr. Ron Harrison, representing Northwood Homes, presented a map showing this <br />project. He stated there was no way this development could score the necessary <br />points under RAP for completion of the project. He stated he would like to com- <br />plete the balance of units on the west side of Muirwood, which would add to the <br />total concept. He requested Council to grant Northwood Homes 8 units in Tract. <br />3458 in order to complete this remnant project. <br /> <br /> After discussion~it was moved by Mayor Brandes, and seconded by Councilmember <br />Mercer, that Ordinance No. 926, to be read by title only and waiving further read- <br />ing thereof, creating a special~ one-time only exemption from the Residential <br />AllocationsProgram for certain "remnant" project, amended to include Northwood <br />Homes, Tract 3458 - 8 units, with a total of 20 units being deducted from the <br />1980, 1981, and 1982 allocations respectively, be re-introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> 6. 2/11/80 <br /> <br /> <br />
