Mr. Douglas stated the second area of concern is really a combination of the <br />Missing Links, Dedications/Completion, and In-kind Capital Improvements categories. <br />He stated he felt Pico Avenue should be considered a Missing Link and receive <br />additional points as residents outside of the development will Use this street. <br />He stated that it is a foregone conclusion thatCentex will participate in the <br />construction of a traffic signal at Pico and First Street and also the possibility <br />of being required to over-size the water main in Pico Avenue to serve as a future <br />reservoir, and that these improvements should receive additionalconsideration, <br />and be awarded additional points. <br /> <br /> Mr. Douglas s~ated the third area of concern was in the Other Environmental <br />Considerations category relative to construction noise (grading) being noted as <br />"un~ypical". He stated that grading noise is not untypical for construction noise <br />and that this was the only development in the RAP review cited for construction <br />noise. <br /> <br /> Mr. Douglas stated Centex Homes preferred Option 3 of staff's recommendations <br />which gives approval of 50 units with approvals next year for the additional 29 <br />units. He stated that any less allocation would cause concern since front-end <br />costs are rather high. <br /> <br />79-14 Chanberlain Groups. PUD-78-5 <br /> Mr. Wilson Wendt, Attorney representing the Chamberlain Group, reviewed the <br />points for Design and requested 1 additional point for special features because of <br />the open space and cabana club improvements. Mr. Wendt requested an additional 15 <br />points for Capital Improvements that would be constructed and considered as Missing <br />Links; namely the water improvements. He requested an additional 6 points for <br />In-kind Improvements; grading and filling. He also requested an additional 3 points <br />for In-kind Improvements; certain street work. Mr. Wendt introduced Mr. Roger Frye <br />of WRE, who explained the proposed water improvements. Mr. Frye presented charts <br />and graphs showing the water system of the City, the pressure zones, and the booster <br />pump system proposed to be constructed near Pico/Vineyard Avenues which would im- <br />prove the water system of the City in this area. Mr. Frye stated he felt this water <br />system improvement should be considered a Missing Link and receive 15 points. <br /> <br /> Considerable Council discussion ensued regarding the proposed water system im- <br />provement, relative to pressure, tie-in, failure, and unsafe conditions. <br /> <br /> Mr. Wendt reviewed the reasons he felt 6 additional points should be allocated <br />to In-kind Improvements for the filling and grading of Vintage Hills park site. <br />Council discussion ensued regarding the cost of this grading and filling, and the <br />merits of using the fill at Vintage Hills park. <br /> <br /> Mr. Wendt reviewed the reasons he felt 3 additional points should be allocated <br /> to In-kind Improvements for street work on Arbor Drive, stating this would add 400 <br /> ft. of additional street. <br /> <br /> Mr. Wendt requested Council to give careful consideration to the request for <br />these additional points. <br /> <br /> Mr. Roger Manning, President of the Vintage Hills Homeowners Association, 1078 <br />Vintner Way, spoke in favor of the request of the Chamberlain Group for additional <br />points. He stated the proposed booster pump station should be considered as a <br />Missing Link as it would improve the water system in this area and alleviate poten- <br />tial problems and provide an alternate source for water. Mr. Manning stated that <br />completion of the Vintage Hills Park was a high priority for the residents of the <br />Vintage Hills residents and he felt the Chamberlain Group was providing an Qpportunity <br /> <br /> 4. 1/15/80 <br /> <br /> <br />
