should account for 95% of the Design points when reviewing a subdivision such as <br />· the one proposed by Ponderosa Homes, and requested that an additional 8 points <br /> be allocated to this category. <br /> <br /> Mr. Angrisani questioned staff's recommendation that their Traffic Circulation <br /> points be reduced because the alternate route to the freeway is "outof the way", <br /> and stronSly objected to the use of the proposed Las Positas interchange as their <br /> planned freeway route. This interchange does not exist and if the State's plans <br /> are approved as nresently propDsed, will not exist. He stated this hold true for <br /> the proposed Stoneridge Drive interchange also, therefore, submitted that the <br /> closest interchanges to this project are Bernal Avenue at 1-680 and Hopyard Road <br /> at 1-580. Mr. Angrisani.stated that since the interchanges are approximately equi- <br /> distant from the subdivision, he felt that the routes to either interchange could <br /> be considered as their planned route and this being the case, with the Hopyard - <br /> 1-580 route being 90% completed, that this project should receive 4 points for the <br /> freeway route rather than the 1 point originally awarded. <br /> <br /> Mayor Brandes recessed the meeting at 8:50 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:00 P.M. <br /> <br /> 79-12 Elliot~,.Tract 3187 <br /> Mr. Doyle Heaton, representing Vintage Hills Limited, who purchased this pro- <br /> perty from H. C. Elliott, stated this development consisted of 16 lots at the corner <br /> of Fairlands, fully improved with curb, sidewalks and gutter, that sewer permits <br /> were allocated and paid for, and that he intended to build medium/high income <br /> housing with 1,600-2,000 sq. ft. homes. He requested that this project receive <br /> points that would allow him to complete the project. He asked what would happen <br /> to the 16 sewer permits if he did not receive RAP approval to finish this develop- <br /> ment. Staff advised that he could get an extension time on his sewer permits <br /> because of governmental action. Mr. Heaton requested that this information be <br /> furnished to him in writing. <br /> <br /> 79-7 El!iott, Vintag.e Hills Commons <br /> Mr. Doyle Heaton, representing Vintage Hills Limited, who purchased this pro- <br /> perty from H. C. Elliott, stated that the shopping center had been approved ~ith <br /> the condition that the townhouses proposed behind this center would not be started <br /> until construction had begun on the shopping center. He stated that the shopping <br /> center was now a fact, that a portion had been opened and the remaining shops <br /> would soon be occupied. He stated that the widening of Tawny Road would be <br /> started as soon as weather permitted. Mr. Heaton stated he felt the townhouse <br /> project should receive sufficient points for completion since they were approved <br /> as a part of the shopping center and were meant to be built. He stated he felt <br /> this should be considered in-filling and it was not logical that construction <br /> should not be completed on this project. Mr. Heaton added that this was the same <br /> project as presented last year and now it was at the bottom of the list for points, <br /> which he did not feel was fair. <br /> <br /> 79-13 Centex Homes~ PUD-79-11 <br /> Mr. Bob Douglas, M & M Consultants, representing Centex Homes, stated he was <br /> pleased that this project ranked third overall in the staff report and first in <br /> the category of design. He stated there were, however, three areas of concern. <br /> First, the issue of large lots. He stated the smallest lot is 9,000 square feet <br /> and average lot size is 15,000 square feet and the largest lots range up to over <br /> 20,000 square feet in size.
