Comments on this decision may be directed either to the Planning staff <br />prior to the above meeting, or.directly to the City Council at the above noticed_.,.. <br />~eeting <br /> Mr. Harris presented his report (SR 81:203) dated June 12, 1981, regardia'g"'~hiS <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open of the application and the mitigated <br />negative declaration. <br /> <br /> Mr. Gordon Johnson, architect representing Farmers Insurance Company, presented <br />development plans for this proposed project. He revie~ed the advantages of this <br />project to the City including the widening of Foothill Road, and an extensive land- <br />scaping program. Mr. Johnson presented design plans of the project and a sketch <br />showing the proposed landscaping. He stated the original plan for a five story <br />building has been revised to a lower height of four stories, and there has been a <br />redesign in shape-to be more compatible with the terrain of this area. Mr. Johnson <br />stated his firm agreed to the conditions as imposed by the Planning Commission. <br />Councilmember Kephart asked about Condition 48, which requires that Farmers Insur- <br />ance provide a company sponsored Van Pool program to their employees. Mr. Johnson <br />and Council concurred that this condition should be amended to read "~ncourage" <br />rather than "provide" a Van Pool program. <br /> <br /> Mr. Lewis, resident on Dublin, Canyon i~oad, stated he did not oppose the project <br />but had concerns about traffic. He thanked the Council for their stand in opposi- <br />tion to the proposed alternate route for the Moller Quarry on Foothill Road. <br /> <br /> Ms. Vickie Lewis, resident on Dublin Canyon Road, asked about fire protection <br />for this project. Mayor Mercer explained that the City is purchasing a telesquirt <br />apparatus which will be housed in the west~erm po~tJ.on of the City and. will provide <br />protection for this project, <br /> <br /> Mr. Oliver AnJo, 2403 Raven Road, sta~;ea that with the pending referendum aga~.nst <br />the Meyers project, he felt this item should be deferred until such time as the <br />question of height of buildings is determined. <br /> <br /> Mayor Mercer asked i~ an initiative sett~.ng height limits cou].d have any effect <br />on this development. The City Attorney .~td~ised that :i,t would depend on how far <br />along this project was when such an init~i..atrive were passed; if substantial work <br />pursuant to a valid building permit had 'not been accomplished the height limit <br />established by an initiative would be effective. The referendum currently sub- <br />mitted would have no effect on this project however, <br /> <br /> Mr. Johnson rebutted by stating that i.~ 2, and 3 story buildings were considered <br />for this project but on this particular site a 4-story building would fit against <br />the hill and not cause any adverse impact on the surrounding. environment. He stated <br />that 85% of employees forthis firm will be from this area; that only supe~¢isorial <br />personnel will be brought in. Mr. Johnson advised that the 1½-2 acre tag end on <br />Foothill Road will be left natural because it is too steep to be developed but thai; <br />it will be landscaped. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the mitigated negative declaration. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that <br />Resolution No. 81-205, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a Mitigated Negative Declaration is appro- <br /> <br /> 5. 6/23/81 <br /> <br /> <br />
