413

Mr. Douglas Wright, representing the Public Utilities Commission of the
San Francisco Water Department, stated a letter had been sent to the Council
by Eugene J. Kelleher, General Manager and Chief Engineer, reviewing the back-
ground of this property and asking that this property remain "status quo". Mr.
Wright stated that the current thinking for this is that it will allow for
maximum return on the Agricultural lease, which could be limited to a four
year period, and also allow for the possible development of amaster plan for
this area. Mr. Wright advised that if the land use is changed then the PUC.
would have to seek an Agricultural lease for a ten year period on the property
to insure maximum return, and this would make it more difficult to prepare a
master plan. Mr. Wright requested that the property remain "Agriculture and
Grazing or Industrial" to provide full land use flexibility, and so that develop-
ment can be accomplished in a logical m~:n~er.

Mayor Mercer stated he is concerned about the type of agriculture that will
be grown on this property, and requested that onions, garlic, and shallots not
be allowed.

Mr. Wright stated he could not speak for the.rUC on this matter.

Mr. Tonaka, also representing the Public Utilities Commission of the San
Francisco Water Department, stated he could not guarantee what would be allowed
to be grown on this property without discussion with the entire PUC.

5. He stated he did
not feel the above recommended amendments were a good use of the property and
requ&sted that these be eliminated from the ~eneral plan amendments.

Mr. Frank. Damerval, 5381 Springdale Avenue, member of the Land Use Committee,
expressed concern about deleting these recommendations without review of possible
alternatives.

7. 6/9/81
