407 Mr. Frank Damerval stated he felt it is a waste of time to do any further study on this matter, and that the City should take the initiative and advise BART of the routes the City wants. He stated that action should not be delayed relative to long range planning. He urged Council to take a firm stand on BART service. Mr. Joe Madden, 3851 Vineyard Avenue, concurred with Mr. Damerval; in that no further time should be wasted on review of this item. 21. Mr. JoeMadden, 3851 Vineyard Avenue, stated the~e were many small busi- nesses on Old Santa Rita Road and that the frontage road is needed and had been planned for in the 1976 General Plan review. He urged that this item not be continued or held in abeyance. He added that the existing businesses on Old Santa Rita Road need more exposure, and that the frontage road would also en- courage further development of this area. 22. Mayor Mercer 'thanked the Land Use Committee for their outstanding efforts on the general plan recommendations review report. .... Mayor Mercer stated it was now in order to consider the Environmental Impact Report for the nineteen changes in land use designation of particular areas and the three changes in the circulation pattern proposed in the General Plan. It was moved by Councilmember Butler, and seconded by Councilmember Wood, that Resolution No. 81-182, certifying that the Environmental Impact Report has been com- pleted in compliance with CEQA and State guidelines; certifying tha~ the City Council has reviewed and considered the information in the EIR; making the required findings for potentially significant impacts as outlined in the document entitled "Proposed Environmental Impact Pindings" for all impacts which Council deems potentially sig- nificant; and finding that the project would have significant adverse impacts per- taining to demographics, land use, traffic, transportation, noise and public facili- ties, but that recommended conditions of approval or recommended future actions by the City would reduce all of those impacts to an insignificant level; approve the Environmental Impact Report prepared for this project, be adopted.
