241

Mr. Robert Meyer, applicant~ 1959 Domingo Road, Fullerton, briefly summarized
the project, stating that it had been revised from a 14 story building and two 8
story building, to a maximum height of 5 story buildings. He stated the plan had
been worked on for over a year, with various consultants, resulting in a high quality
mixed-use project. He stated he had reviewed the staff report and the 76 conditions
and accepted those conditions with the exception of Condition No. 69, to which he
would like to add some language to provide that the property owner to the north will
compensate to street improvements which they will benefit from directly. He stated
that the Director of Planning and the City Attorney have approved the additional
language. Mr. Meyer stated that Condition No. 5 deals with the height limitation
of five stories. He stated that five stories are necessary to make the project
financially feasible. He added that market research shows that corporate office
businesses are interested in moving to Pleasanton, and need large open office space
with landscaping. He stated that garden office facilities are not adequate and do
not meet the need of large corporate businesses, and as a part of this total plan,
corporate office use is vital. Mr. Meyer stated this use will provide an opportunity
for people living in Pleasanton to work closer to home. Mr. Meyer concluded by
stating that after serious consideration of all of the issues and especially height,
he sincerely felt that the five stories is the height necessary to maintain standards
and quality of this project, and he requested approval of the project as submitted.

Mr. Stan Moenning, 6140 Inglewood Drive, real estate appraiser, stated he had
reviewed the Meyer proposal from a professional standpoint and it is one of the
nicest ones he has ever seen. He stated some people have concerns about what this
project would do to the character of Pleasanton but he feels'it will be of benefit
to the people and enhance the comunity; and that people, not buildings, bring
character to a community.

Mr. Victor Bailey, 4565 Black Avenue, stated he had seen a lot of changes in
this city of planned progress. He stated that Pleasanton needs clean industry and
increased revenue for services. He stated there is no cleaner industry than Office
use; and that it is good quality planning. He stated he is in favor of even taller
buildings. He requested Council to look at this project with an open mind as to
its benefits for this city.

Mr. Jim Barri, 2341 Greenberry Court, President of the Chamber of Commerce,
submitted a written report from the Chamber of Commerce supporting and endorsing
the Meyer project. He stated this development will enhance the community for
years to come, and provide a unique opportunity for employment. He encouraged
Council to be bold in their decision, not emotional, and to approve this project
as submitted because of its high quality.

Mr. Bruce England, 4460 Entrada Drive, stated he is in positive support of the'
Meyer project. He stated he was originally opposed but had subsequently changed
his mind because after review of the plan he felt this is the best possible use of
the property at Stoneridge and Hopyard. He urged Council to approve the Meyer
Development.

Ms. Muriel Capilla, 2220 Camino Brazos, stated she is in favor of the project
because it is well planned and will be an asset to Pleasanton. She stated it should
not be less than five stories to meet the needs of the community. She congratu-
lated Mr. Meyer on his project, and thanked him for coming to Pleasanton.

The following persons spoke in opposition to the application and the negative
declaration.

5. 4/28/81
