245 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />(Councilmember Wood voted NOon item 4-1). <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Residential Allocation Program Review Committee <br /> Mayor Mercer presented his report dated April 23, 1981, attaching his suggested <br />list of members to be considered for the ResidentialAllocation Program Review Com- <br />mittee. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br />Resolution No. 81-125, appointing the following persons as members of the Residen- <br />tial Allocation Program Review Committee: Howart Garrigan, Brian Hoyt, Marcelline <br />Mahern, Larry Lindsey, Joe Madden, Diana Larson, Brad Hirst, and Martin Inderbitzen, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council discussion ensued regarding the specific charges to the RAP Review <br />Committee. It was determined that the Residential Allocation Program Review Com- <br />mittee would do what they could to streamline the process and make the program more <br />workable. <br /> <br /> Councilmember Mohr stated she had just returned from attending the White House <br />Conference on Aging in Sacramento. It was moved by Councilmember Mohr, and seconded <br />by Councilmember Wood, that Resolution No. 81-126, endorsing the goals of the Aging <br />and expressing support of their efforts and talents to solve their own problems and <br />the use of their resources in the community, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr advised that the Alameda County Planning Commission public <br />hearing regarding the Moller Quarry is scheduled for May 4, 1981, 7:30 P.M., at <br />Foothill High School. She stated that Council has not adopted a formal position <br />on this matter and she requested that this action be taken for presentation at the <br />public hearing. After discussion, it was moved by Councilmember Mohr, and seconded <br />by Councilmember Kephart, that Resolution No. 81-127, opposing the draft Environ- <br />mental Impact Report and Moller Quarry SMP-9, because of significant adverse impacts <br />to the environment in the areas of traffic, noise, air pollution, and other related <br />problems, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer will present this formal position at the public hearing on May 4, <br />1981. <br /> <br /> 3. 4/28/81 <br /> <br /> <br />
