227 <br /> <br />he agrees to accept responsibility for the problem of existing runoff only as it <br />affects his property but the situation is completely different if Mr. Andersen <br />now diverts additional water onto the Johnson property without providing means <br />to get it to Foothill, and that having to deal with additional runoff is unaccept- <br />able to him. <br /> <br /> Mr. Steve Andersen stated that apparently the neighbors could not be satisfied <br />no matter what was done to resolve the concerns, but that his dad would comply <br />with all staff conditions and requirements. He stated he felt the concerns have <br />been responded to and mitigated. <br /> <br /> Mrs. Krupke, neighbor of Mr. Andersen, stated she made many automobile trips <br />per day in and out of her residence, adding to the increase in traffic in the area. <br />She reiterated her position in favor of Mr. Andersen's proposal. <br /> <br /> Mr. Brad Andersen, employee of Jack Bras, Architect, and son of Mark Andersen, <br />presented a detailed map showing the layout of the slope and how the drainage would <br />be taken care of from the hillside. <br /> <br /> Mr. Judd Hull, Soils Engineer, 147 Bernal Avenue, stated that further soils <br />conditions would be addressed with review of plans for the new lot. <br /> <br /> Councilmember Mohr stated she had concerns about the question raised by the <br />County Sanitary Engineer, and with other problems that she did not feel had been <br />adequately resolved. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 81-131, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a Negative Declaration is appropriate to <br />approve a lot split at 1584 Foothill Road owned by Mark Andersen, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After further discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Kephart, that Resolution No. 81-132, approving septic tank permit at <br />1584 Foothill Road owned by Mark Andersen subject to the following conditions: (1) <br />the dwelling shall be connected to a public sewer system as soon as it is available; <br />and (2) the dwelling shall be connected to the public potable water system immediately; <br />and approving lot split at 1584 Foothill Road subject to the following conditions: <br />(1) that a parcel map satisfactory to the City Engineer .shall be recorded; (2) that <br />drainage facilities for the new dwelling (similar to those proposed by J. Jack Bras <br />4/9/81) shall be installed to the satisfaction of the City Engineer; (3) that a soils <br />Engineering Report making recommendation concerning foundations for the new dwelling <br />and the proposed septic tank shall be prepared to the satisfaction of the City Engi- <br />neer; and (4) that the County Health Department shall investigate whether there is <br />sufficient area of appropriate soil on the 20,000 sq. ft. parcel for a backup leech- <br />field for the existing residence and no parcel map shall be filed until such assur- <br />ance is given~ be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Wood, and Mayor Mercer <br />NOES: Councilmember Mohr <br />ABSENT: None <br /> <br /> 12. 4/28/81 <br /> <br /> <br />
