Mr. Martin requested Council to make a formal commitment to sup- <br />port affordable housing in Pleasanton, and allow Mr. Martin to work with staff <br />regarding a specific proposal, for review and consideration by Council. He stated <br />he did not feel he would like to work with other developers on this project. <br /> <br /> Council stated they did not feel it fair that this is the only vehicle to con- <br />sider but that other proposals should also be reviewed. <br /> <br /> Councilmember Kephart stated he was tired of Council talking about providing a <br />mechanism to create affordable housing in Pleasanton but never doing anything about <br />it. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br />that Resolution No. 81-104, reaffirming City Councii's position in favor of finding <br />solutions to the housing problems in Pleasanton, especially as they relate to afford- <br />able housing, be adopted. <br />The roll call vote was as follows: <br />AYES: ' Counci'l~mberS Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br />directing staff to meet with Mr. Martin and develop a process whereby City lands <br />could be utilized for affordable housing, along with input gained from the Chamber <br />of Commerce study, and report back to City Council for review and consideration. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />REVIEW OF THE DRAFT .R..EV.~SED HOUSING ELEMENT OF THE GENERAL PLAN OF THE CITY OF <br />PLEASANTON FORMULATED PURSUANT TO STATE GOVERNMENT CODE SECTION 65302 AND STATE <br />HOUSING ELEMENT GUIDELINES. THE PURPOSE OF THE PROPOSED HOUSING ELEMENT IS TO <br />EVALUATE .EXISTING AND PROJECTED COMMUNITY HOUSING NEEDS AND TO OFFER A WORKABLE <br />HOUSING PROGRAM TO MEET SAID NEED <br /> <br />ON THE BASIS OF AN INITIAL STUDY OF THE POTENTIAL ENVIRONMENTAL IMPACTS OF THE <br />PROJECT~ THE. DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT HAS DETERMINED THaT <br />THE PROPOSED PROJECT WOULD NOT HAVE ANY POTENTIAL SIGNIFICAN~..ADVERSE EFFECTS ON <br />THE ENVIRONMENT AND THAT AN ENVIRONMENTAL IMPACT REPORT NEED NOT BE P.REPARED. <br />THIS INITIAL STUDY IS AVAILABLE FOR REVIEW AT THE PLANNING DIVISION, 200 BER~AL' <br />AVENUE~ P~FA.~.~A~.TON. Open from 8-12-80~ 8-26-80~ and 3-10-81) <br /> Mr. Harris stated that with the changes made to the Condominium Conversion <br />proposal and the Residential Allocation Program earlier in this meeting, the <br />Housing Element of the General Plan would have to be revised if these changes <br />are implemented. He suggested that this item be continued until after action <br />is taken on these two issues, then make the necessary amendments to the Housing <br />Element.
