255 <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Butler, to phase <br />out the Residential Allocation Program, protecting those with existing RAP approval. <br />and sewer connections, and to study the effects of changing the growth controls in <br />the Growth Management Element, including developers as a part of the study group. <br />The roll call vote was as follows: <br />AYES: CouncilmembersButler and Kephart <br />NOES: Councilmembers Mohr, Wood, and Mayor Mercer <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, to appoint <br />a committee with representatives of the Planning Commission, City Council, developers, <br />and citizens to consider the streamlining and simplifying of the Residential Alloca- <br />tion Program and the potential phasing out of RAP, and report back to the Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that the City Council advise this committee that it is the intent of the Council <br />to favor phasing out the current Residential Allocation Program Ordinance in an <br />orderly process and to study other growth policies/implementation in the Growth <br />Management Element. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, and Mayor Mercer <br />NOES: Councilmembers Mohr and Wood <br />ABSENT: None <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Kephart, that in <br />forming this committee that each Councilmember appoint one person to serve on this <br />committee and present the name back within a week. <br />The roll call vote was as follows: <br />AYES: Mayor Mercer <br />NOES: Councilmembers Butler, Kephart, Mohr, and Wood <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Wood to give this assignment <br />to the Planning Commission. The motion died forlack of a second. <br /> <br /> After further discussion, it was moved by Councilmember Mohr, and seconded by' <br />Councilmember Kephart, that the Mayor bring back names to be appointed to this <br />committee, to be discussed at the next Council meeting. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />REPORT REGARDING AFFORDABLE HOUSING <br /> Mr. Levine presented his report (SR 81:123) dated April 16, 1981, regarding <br />this matter. <br /> <br /> Mr. Buzz Martin, representing Martin Development Company, stated that after <br />reading the staff report he felt the City Council does have the ability to make <br />significant oontributton in an effort to alleviate problems in low income housing <br />as it is in Pleasanton. He stated he felt a proposal has to be put together in <br />such a way that people looking at, it would feel that people will benefit from <br /> <br /> 7. 4/21/81 <br /> <br /> <br />
