267 <br /> <br /> MINUTES of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> April 21, 1981 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br />to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer were present. Mr. <br />Walker, City Manager, Mr. Levine, City Attorney, Mr. Warnick, Director of Public <br />Works and Utilities, Mr. Harris, Director of Planning and Community Development, <br />and Mr. Swift, Assistant City Attorney, were present. <br /> <br />AGENDAAMENDMENTS <br /> Mayor Mercer requested that the agenda be rearranged to allow the Chamber of <br />Commerce Task Force on Housing to make their presentation first, followed by Con- <br />sideration of the Condominiam Ordinance; Extension of moratorium on the acceptance <br />and processing of applications for condominium conversion; Legal Status of the <br />Residential Allocation Program; Report regarding Affordable Housing; and Review of <br />the Draft Revised Housing Element. Council concurred with this arrangement. <br /> <br /> Mr. Walker advised there would be an Executive Session held at the conclusion <br />of this meeting to discuss pending litigation. <br /> <br />CONSENT CALENDAR <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />the following item listed on the Consent Calendar be approved: <br /> <br />a. Adoption of Resolution No. 81-103, after review of bids, award contract to <br /> Spilker Tree Service, Inc., for Nuisance Abatement Program for 1981, in the <br /> amount of $32.86 per hour, and authorizing the appropriate City officials to <br /> execute the contract. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Counc~l~ember"Wood thanked Jacquie Harmes of the Tri-Valley Herald for her <br />newspaper article regarding the "pooper-scooper" ordinance. <br /> <br /> Councilmember Wood requested that Virginia Patten, an Amador High School <br />teacher, be commended for her involvement in the recycling program and education <br />of high school students in reuse and resource recovery. Council concurred. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br />Ms. C. Halverson, 4323 Valley Avenue, stated she owned seven acres of land and <br />had animals on this land for members of 4-H and Future Farmers. She advised Council <br /> <br /> <br />
