265 <br /> <br />that she has been having trouble with trespassers and vandalism to fences, which are <br />owned by the City. She stated she had notified the Police Department several times <br />regarding this matter, and that she had repaired the fences herself in order to keep <br />the animals from getting out of the pasture. She stated she had also posted a sign <br />in an attempt to keep trespassers off of her property. Ms. Halverson stated the <br />fences had been torn down again this week, and she requested Council assistance to <br />resolve this matter. After discussion, Mayor Mercer instructed the City Manager to <br />investigate the problem and to meet with the Police Department to discuss ways of <br />resolving it. Mayor Mercer requested Ms. Halverson's assistance in locating those <br />who trespass on her property. <br /> <br />CHAMBER OF COMMERCE TASK FORCE ON HOUSING PRESENTATION <br /> Mr. Mike Harris, Chairman of the Chamber Task Force on Housing, presented a <br />written report to Council and emphasized the highlights of the report. He stated <br />that a moderate-income family is defined as earning about $30,000 for a family of <br />four as the median income for Pleasanton is $27,000.00. Affordable Housing is <br />defined by the Chamber as housing affordable to such families. Mr. Harris stated <br />the Committee reviewed City standards and procedures, financing, and opportunities. <br />He recommended that the City set up a task force to conduct an in-depth review of <br />the permit and planning process, fee schedules, building standards and density re- <br />quirements for housing in order to determine how they can be made more efficient and <br />cost-effective for all housing projects, and how special consideration could be given <br />for certain apartment, affordable or elderly projects (such as fee waivers, priority <br />processing, density bonuses and so forth); inventory all land owned locally by public <br />agencies and investigate the procedure for use, sale, trade or other disposal of such <br />land; eliminate all apartment construction from the. Residential Allocation Program; <br />review current zoning and zoning categories to determine whether enough residential <br />land is zoned for high and medium density development; appoint a committee or hire a <br />consultant to pursue ~mmediate investigation of the potential for using mortgage-backed <br />revenue bonds for housing construction; set up an affordable housing competition and <br />allocate a portion of Pleasanton's resources to such a competition; solicit proposals <br />and approve a pilot "no-frills" housing development. Mr. Harris stated that the <br />Chamber of Commerce will cooperate with the City in any way possible relative to this <br />matter. <br /> <br /> Councilmember Kephart thanked Mr. Harris for the report~ and stated he hoped some <br />action would be taken regarding this matter. Mayor Mercer stated the City faces a <br />tremendous burden with reduced staff and a considerable number of large developments <br />for commercial and industrial projects. He stated he was concerned about the magnitude <br />of the Chamber's recommendations and time involved. Mayor Mercer stated he did not <br />feel this matter is a number one priority for staff and requested that the Chamber <br />accept the challenge of doing what they had just requested the City to do, with the <br />City assisting in the areas of City involvement. He stated that the inventory of land <br />had already been accomplished. Councilmember Butler stated that some of the Chamber's <br />recommendations would require Council policy direction while others have to do with <br />the "nuts and bolts" of the issue.
