309 <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />directing staff to prepare a formal resolution to request annexation of fifty-one <br />acres on Foothill Road opposite Foothill High School and owned by Dr. William Yee, <br />and submit an application to LAFCO. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br />Industrial Waste Permit - Villa Armando Winery~ 553 St. John Street <br /> Mr. Warnick presented his report (SR 81:100) dated April 2, 1981, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br />Resolution No. 81-100, approving the Waste Discharge Permit for the Villa Armando <br />Winery at 553 St. John Street, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Traffic Signal~z~tion Participation; Tract 4539 (tenrex Homes/CorkHarbour) <br /> Mr. Warnick presented his report (SR 81:111) dated April 8, 1981, regarding <br />this matter. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, that Resolution No. 81-101, approving traffic signalization <br />participation for Tract 4539, Conrex Homes/Cork Harbour, and determining the <br />developer's fair share of signal cost participation for the Pico/First Street <br />traffic signal to be in the amount of $14,000.00, and determining that the amount <br />of participation shall be paid as an in-lieu fee to be collected before filing <br />the final map for Tract 4539, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Request for Sewer Connection for Prope.rt7 Located Outside City. <br /> Mr. Walker presented his report (SR 81:107) dated April 7, 1981, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, to <br />reaffirm City Council policy not to provide sewer service to property located <br />outside the City, except for public health reasons, and not to proceed with steps <br />to annex the Henkelman property at this time since their parcel alone would not <br />be a logical annexation to the City. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Report Re: Sphere of .Influence Study <br /> Mr. Walker presented his report (SR 81:119) dated April 9, 1981, regarding <br />this matter. <br /> <br /> lo. 4/10/81 <br /> <br /> <br />
