Mr. George Lydiksen, 553 Rowell Lane, stated he was not opposed to Mrs. Johnson's <br />project but felt that Rowell Lane residents should have been included in any meetings <br />to discuss the proposed development. He stated that Mr. Walter had not had any <br />opportunity to resolve his concerns with the developer or staff, therefore, he felt <br />no action should be taken on this item tonight. Mr. Lydiksen stated he felt the <br />development plan could be improved to make it more viable. <br /> <br /> Mr. Harris reviewed Planning Connnission Condition No. 5, which stated that "there <br />shall be an emergency accessway from the southern portion of the site to Kottinger <br />Park through or between either lots 14, 15, or 16, the exact location and design of <br />the accessway to be determined by the applicant, staff, and neighbor on Rowell who <br />expressed concern with its location". He stated that staff had contact Mr. Walter <br />on February 9, 1981, regarding this matter. <br /> <br /> Mr. Bras stated his client would be agreeable to whatever staff and Mr. Walter <br />agree upon regarding the emergency accessw~y. <br /> <br /> Mayor Mercer presented a letter from Art Nickols, 3632 Vineyard Avenue, in <br />opposition to this application because of the adverse traffic impact it would create <br />in this area. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the Negative Declaration. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, that <br />Resolution No. 81-29, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a Negative Declaration is appropriate to <br />rezone from the R-1-6500 (Single-Family Residential) District to the PUD (Planned Unit <br />Development-Medium Density Residential) District an approximately 10 acre site located <br />on the south side of Vineyard Avenue approximately 120 feet west of Pico Avenue, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Mayor Mercer, and seconded by Councilmember <br />Wood, that the application of Dorothy N. Johnson to rezone from the R-1-6500 (Single- <br />Family Residential) District to the PUD (Planned Unit Development-Medium Density <br />Residential) District an approximately 10 acre site located on the south side of <br />Vineyard Avenue approximately 120 feet west of Pico Avenue, be continued to the <br />meeting of February 24, 1981, for decision, and instructing staff to schedule a <br />meeting between the developer and residents of Rowell Lane to discuss problems and <br />concerns. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: Councilmember Kephart <br />ABSENT: None <br /> <br />Application of Tracor-MBA to fezone a 9.35 acre site located on the south side of <br />Pimlico Drive between Santa Rita Road and Brockton Drive from CF (Commercial Free- <br />way) to Planned Unit Development-Commercial.
