CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> Councilmember Kephart advised that the Garbage Committee had been meeting with <br />the Pleasanton Garbage Service and expects to have a proposal ready for Council con- <br />sideration at the meeting of February 10, 1981, relative to a rate increase for the <br />Pleasanton Garbage Service, Inc. <br /> <br /> Councilmember Kephart advised that he and Mayor Mercer had artended a Criminal <br />Justice Planning meeting on January 20th, relative to the proposed Women's Correc- <br />tional facility at Santa Rita. Councilmember Kephart requested that the record <br />reflect the City's opposition to the proposal for a Woments Correctional facility <br />at Santa Rita. He stated that according to Jeff Canpen, Alameda County Justice <br />Council Law and Justice Coordinator, that the sale of 40-50 acres of County property <br />would probably net the County in the range of one million dollars. He advised that <br />the price tag onthe Santa Rita facility is estimated to cost seventy-eight million <br />dollars and architectural fees between three and four million dollars. Councilmember <br />Kephart stated that when these figures were presented at the meeting, members seemed <br />astonished. He stated there would not be enough money from the sale of property to <br />construct a Women's CorrectioD~l facility. Councilmember Kephart noted that a posi- <br />tion had previously been taken by the County that any money received from the sale <br />of land would go toward the building of Santa'Rita facilities. Councilmember Kephart <br />advised that he had again expressed Pleasanton's strong opposition against the con- <br />struction of a Women's Correctional facility; that the two prisons already in exist- <br />ence at Santa Rita created adverse impacts on the Valley. He stated that the City <br />of Livermore, and Dublin San Ramon Services District had unanimously adopted resolu- <br />tions in support of Pleasanton's position of opposition to any further increase in <br />prison facilities. Councilmember Kephart advised that the Justice Council agreed to <br />table any further discussion of a Women's Correctional facility. He stated he felt <br />this matter could be brought up again at some future date and that this particular <br />issue needs to be monitored by Pleasanton City Council. It was moved by Council- <br />member Kephart, and seconded by Councilmember Butler, instructing staff to write a <br />letter to the Alameda County Board of Supervisors requesting that a representative <br />from Pleasanton City Council be appointed to the Justice Council in order to monitor <br />the issues considered by that body and to present Pleasanton's position when neces- <br />sary. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr reported on the League of California Cities East Bay Division <br />dinner meeting. She requested that Council take a position in opposition to AB 9 <br />and AB 68, relative to the special elections regarding the Peripheral Canal project <br />to divert and export more water from Northern California to Southern California. It <br />was moved by Councilmember Mohr, and seconded by Councilmember Wood, that Resolution <br />No. 81-16, vigorously opposing Assembly Bill 9 and Assembly Bill 68 relative to the <br />Peripheral Canal project, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> 2. 1/27/81 <br /> <br /> <br />
