3 1! · The following persons spoke in opposition to the application and the negative declaration: Ms. Jacquie Oliveflus, President of the Pleasanton Meadows Homeowners A§socia- tion, stated she concurred with the Planning Commission recommendation that this property be prezoned Agricultural, and that she is definitely opposed to any in- dustrial development in the area. She stated she disagreed with the Negative De- claration relative to traffic measures. She also expressed concern regarding lack of proper notification b i~'sent by the City to affected citizens in the surround- e ing area of a proposed proJ ct. Mr, Jim Quinn, 3864 West Las Positas, stated he agreed with Agricultural zoning for this property but is opposed to Industrial zoning because of potential traffic problems. There being no further testimony, Mayor Mercer declared the public hearing closed on the application and the negative declaration. It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that Resolution No. 81-420, determining on the basis of a review of initial environmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a negative declaration is appropriate to prezone Annexation No. 83, approximately 23 acres located on the north side of the Arroyo Mocho immediately easterly of and adjacent to the present City limit line approximately 2,000 feet west of E1 Charro Road to the Agricultural District, be adopted. The roll call vote was as follows: AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer NOES: Councilmember Wood ABSENT: None It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that Ordinance No. 1009, to be read by title only and waiving further reading thereof, approving the application of the City of Pleasanton to prezone Annexation No. 83, approximately 23 acres located on the north side of the Arroyo Mocho immediately easterly of and adjacent to the present City limit line approximately 2,000 feet west of E1 Charro Road, to the "A" (Agricultural) District, be introduced.
