Mayor Mercer stated he felt the City should not take any legal action against the County at this time as it appears they are finally taking some action to correct problems at the Santa Rita facility. Mayor Mercer commended the recent rapevictim by a Santa Rita escapee for her outstanding efforts in getting the County to take positive measures to improve conditions at the facility. Mayor Mercer also ex- pressed appreciation to Supervisor Excell for his role in getting money appropriated for the improvements. After discussion, Council supported Councilmember Kephart's position in opposi- tion to the closing of the Oakland City Jail, and authorized him to express this position at the Special Meeting of the Oakland City Council on October 1, 1981. CITY COUNCIL COMMITTEE REPORTS There were no City Council Committee Reports presented at this meeting. MEETING OPEN TO THE PUBLIC Ms. Nina McBride, 4456 First Street, stated that large trucks were parking in front of her residence and blocking the driveway, and that this had been a continu- ing problem for the last two years. She requested Council to prohibit truck parking on the residential side of First Street. Ms. McBride also commented on the truck route ordinance, stating that when the Judge was in Pleasanton last week to observe truck traffic that no gravel trucks traversed City streets the two days he was here. After discussion, it was moved by Councilmember Mohr, and seconded by Council- member Kephart, that Resolution No. 81-319, to prohibit parking of vehicles over 20 feet in length on the residential side of First Street from Pleasanton Elementary School to Kottinger Avenue, be adopted.
