Mayor Mercer stated he felt the City should not take any legal action against <br />the County at this time as it appears they are finally taking some action to correct <br />problems at the Santa Rita facility. Mayor Mercer commended the recent rapevictim <br />by a Santa Rita escapee for her outstanding efforts in getting the County to take <br />positive measures to improve conditions at the facility. Mayor Mercer also ex- <br />pressed appreciation to Supervisor Excell for his role in getting money appropriated <br />for the improvements. <br /> <br /> After discussion, Council supported Councilmember Kephart's position in opposi- <br />tion to the closing of the Oakland City Jail, and authorized him to express this <br />position at the Special Meeting of the Oakland City Council on October 1, 1981. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ms. Nina McBride, 4456 First Street, stated that large trucks were parking in <br />front of her residence and blocking the driveway, and that this had been a continu- <br />ing problem for the last two years. She requested Council to prohibit truck parking <br />on the residential side of First Street. Ms. McBride also commented on the truck <br />route ordinance, stating that when the Judge was in Pleasanton last week to observe <br />truck traffic that no gravel trucks traversed City streets the two days he was here. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Council- <br />member Kephart, that Resolution No. 81-319, to prohibit parking of vehicles over 20 <br />feet in length on the residential side of First Street from Pleasanton Elementary <br />School to Kottinger Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />PUBLIC HEARINGS <br />ASreement with CPS Associates to widen y~.lle7 to a four-lane major thoroughfare and <br />to landscape the median between Kolln Street and Santa Rita Road <br /> <br />The Planning Divisions.City o~ ~leasanton~ has prepared. a Negative Declaration re- <br />garding the potential environmental impacts 9f the projects. Comments concerning <br />this matter should be directed to the Planning Divis~on~ 200 Bernal Avenues.. <br />Pleasanton; o~ by ~elephone to 846-32.0~ ext. 244 or 245 <br /> Mr. Warnick presented his report (SR 81:330) dated September 22, 1981, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> Mayor Mercer declared the public hearing closed on the application and the <br />negative declaration. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Mohr, that <br />Resolution No. 81-320, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate for <br />the agreement with CPS Associates to widen Valley to a four-lane major thoroughfare <br />and to landscape the median between Kolln Street and Santa Rita Road, be adopted. <br /> <br /> 3. 9129181 <br /> <br /> <br />
