MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> September 22, 1981 <br /> <br /> CALL TO ORDER <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br /> to order at 5:30 P.M., at the Civic Center. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmembers Mohr, Wood, and Mayor Mercer were present. Councilmembers Butler <br /> and Kephart were absent. Mr. Walker', City Manager, and Mr. Levine, City Attorney, <br /> were present. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br /> the following item listed on the Consent Calendar be approved: <br /> <br /> a. Adoption of Resolution No. 81-308, accepting Housing and Community Development <br /> Act Project No. 81-6, Senior Citizen Center Improvements (Veterans Building), <br /> approving final payment of $3,712.52, to R. L. Enterprises, 952 Santa Clara <br /> Avenue, Alameda, and authorizing that a Notice of Completion be filed. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmembers Butler and Kephart <br /> <br />INTRODUCE ORDINANCE RELATIVE TO THE PROGRAM REqUIREMENT~ FOR THE HOME MORTGAGE <br />REVENUE BONDS <br /> Mr. Walker presented his report (SR 81:325) dated September 22, 1981, regarding <br />this matter. <br /> <br /> Mr. Thurman Caudill, 4715B Augustine Street, expressed concern regarding costs <br />to the City relative to this program. Mr. Joe Litten, representing Dean Witter <br />Reynolds, Inc., stated that the City is not obligated in any way. He advised the <br />sole reason to have City involvement is that the City can issue bonds on a tax <br />exempt basis thereby lowering interest rates. Mr. Litten stated that this is a <br />finance program to assist first-time ownership, owner-occupied home buyers with <br />income restrict.ions. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated he felt this is a good <br />program. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Mohr, that Ordinance No. 999, to be read by title only and waiving further <br />reading thereof, adopting a home mortgage finance program and authorizing city <br />officers to implement the program, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmembers Butler and Kephart <br /> <br /> <br />
