COMMUNICATIONS <br /> Letter fro~ Bozid~r Rajkovski <br /> Mayor Mercer presented a letter from Bozidar RaJkovski, 383 Diablo Road, Danville, <br /> relative to affordable housing and Ruby Hill Vineyard, and requesting to meet with <br /> Council and staff to discuss his proposal for the land. <br /> <br /> Mayor Mercer suggested holding a public hearing on this matter at a joint meet- <br /> ing of City Council and Planning Commission in order to get public input as well as <br /> a presentation on the proposal of Mr. RaJkovski. Councilmember Wood stated he felt <br /> this would set a bad precedent, and requested that the developer be allowed to set <br /> the meeting date and place. <br /> <br /> Mr. Batty Schraeder, representing Save the Vineyards Group, stated that he'felt <br /> Mr. RaJkovski is dealing with the County regarding this matter, and that this pro- <br /> posal to the City is a shot in the dark and an exercise in futility. He advised <br /> that Mr. RaJkovski is proposing leapfrog annexation which is against both City and <br /> LAFCO policies. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br /> member Mohr, that Mr. RaJkovski be allowed to make a presentation, at a date and <br /> place selected by him, relative to his proposal regarding affordable busing and <br /> the Ruby Hill Vineyard, and that the public be invited to attend this meeting. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmembers Butler and Kephart <br /> <br />MATTERS INITIATED BY COUNCILM~MBERS <br /> Mayor Mercer expressed grave concern and frustration regarding the latest escapee <br /> incident from the Santa Rita Jail facility in which a Pleasanton woman was kidnapped, <br /> raped and robbed. Councilmembers Mohr and Wood concurred. <br /> <br /> Councilmember Wood suggested that the County be required to wire the present <br />fence for sound; to install a second fence outside'the present fence ands'about seven <br />feet higher; and to pay a dog patrol inbetween the fences. He stated this would not <br />be too costly and he felt it would greatly reduce the number of escapees. <br /> <br /> Mayor Mercer presented a Petition that is being circulated by the victim of the <br />Santa Rtta escapee, which reads as follows: '.,We the undersigned, do hereby petition <br />the Alameda County Board of Supervisors to take the appropriate action to increase <br />security at the Santa Rita Facility to prevent further escapes. I am a registered <br />voter in the County of Alameda." <br /> <br /> After discussion, Mayor Mercer instructed the City Attorney to prepare a report, <br />for review at the September 29, 1981, City Council meeting, relative to possible <br />legal action that could be taken to require the County to upgrade the facility at <br />Santa Rita. <br /> <br />ADJOURh~4ENT <br /> There being no further business at 6:15 P.M., it was moved by Councilmember Mohr, <br />and seconded by Councilmember Wood, that the meeting be adjourned to meet again in <br />Regular Session on September 29, 1981, 8:00 P.M., at the Fairgrounds Cafeteria. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmembers Butler and Kephart <br /> <br /> 2. 9/22/81 <br /> <br /> <br />
