439 <br /> <br />Appeal of Albert Renner of a decision of the Planning Commission denyin~ case <br />PUD-81-12~ an app.liCation for PUD zoning and devei~pme~t ~la~ ap"proVal f0~ <br />63,000 s~. ft. combination office building and carpenter's trainins center ~ro- <br />~'0~'eh for 'tW~ 8 acre site located on the east side of santa Rita Roa~ ap~o~l <br />F~tely 250 feet north of Mohr Avenue <br /> Mr. Harris presented his report (SR 81:275) dated August 5, 1981, regarding this <br /> matter. <br /> <br /> Mayor Mercer declared the public hearing open on the appeal and the negative <br /> declaration. <br /> <br /> Mr. Jerry Lem, representing the appellant, stated he concurred with the staff <br />report, and felt there had been some misunderstanding at the Planning Commission <br />regarding this project. He reviewed the functions of the training center and the <br />executive offices, stating there would be a maximum of 300 students and 50 personnel, <br />which would not adversely impact traffic. He stated that Chabot College intends to <br />continue their program at this location. Mr. Lem presented an aerial photo of the <br />area showing how this project will be compatible with the surrounding neighborhood <br />and will enhance the area. <br /> <br /> Mr. Herb Bettencourt, Dublin, stated he is a carpenter and that his son and <br />nephew are training to be carpenters and they are required to travel daily to San <br />Mateo to attend a school for this training. He stated there are many advantages <br />to having such a training center in the Valley, and that the Carpenters Union hires <br />many young people with this type of training. He urged Council to approve the <br />project. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> Mayor Mercer declared the public hearing closed on the appeal and the negative <br />declaration. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Kephart, that <br />Resolution No. 81-263, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate for <br />PUD zoning and development plan approval for a 63,000 sq. ft. combination office <br />building and carpenter's training center proposed for the 8 acre site located on the <br />east side of Santa Rita Road approximately 250 feet north of Mohr Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that <br />Ordinance No. 988, to be read by title only and waiving further reading thereof, <br />approving Case PUD-81-12, the application of Albert Rennet for PUD zoning and <br />development plan approval for a 63,000 sq. ft. combination office building and <br />carpenter's training center proposed for the 8 acre site located on the east side <br />of Santa Rita Road approximately 250 feet north of Mohr Avenue, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> By this action the appeal of Albert Renner from the decision of the Planning <br />Commission denying this application, is approved. <br /> <br /> 5. 8/11/81 <br /> <br /> <br />
