453 <br /> <br /> ~eport on Proposed Annexation - Crellin Road (Martin, Beratlis~ Pleasanton School <br /> District) <br /> Mr. Warnick presented his report (SR 81:255) dated July 21, 1981, regarding this <br /> matter. <br /> <br /> Mr. R. A. Martin reviewed the background of the property and stated it is his <br /> intention to retain a rural atmosphere and will meet all health and safety require- <br /> ments. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Mohr, instructing staff to prepare a formal resolution requesting the annexa- <br />tion and an application to LAFCO for the property on Crellin Road owned by R. A. <br />Martin, Chris Beratlis, and Pleasanton School District, and requiring the applicants <br />to either have an acceptable legal description and map of the proposed annexation <br />(meeting LAFCO standards) prepared by a licensed civil engineer or pay a fee deter- <br />mined by the City Engineer to cover the costs of preparation of the description and <br />map by the City. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: Councilmember Kephart <br /> <br />.sphere O~.Influence Raport <br /> Mr. Harris presented his report (SR 81:260) dated July 22, 1981, regarding this <br />matter. <br /> <br /> Mayor Mercer presented a letter from Joseph Madden, 3851 Vineyard Avenue, statin~ <br />he favored retaining the land north of 1-580 in Pleasanton's sphere of influence. <br /> <br /> Mr. Bob Atkinson, representing Stoney Ridge Winery on Vineyard Avenue, asked what <br />was planned for this area of Vineyard Avenue. Mayor Mercer stated that nothing has <br />been determined at this point; that the Sphere of Influence allows the City to better <br />control development outside of the City limits. He added that in August, LAFCO will <br />review the Spheres of Influence for both Livermore and Pleasanton to determine <br />boundaries for these two cities. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Council- <br />member Wood, that Resolution No. 81-249, regarding the Sphere of Influence study, <br />recommend to LAFCO that. the sphere of influence for the City of Pleasanton should <br />remain essentially intect south of 1-580 with the exception that the eastern bound- <br />aries of the sphere should be expanded to include the "Ruby Hills" area southwest <br />of the intersection of Isabel and Vineyard Avenues (or a special zone for protective <br />purposes should be established for the area), and that Dublin, Camp Parks and the <br />territory easterly therefrom to approximately Doolan Road north of 1-580 should be <br />incorporated in a single independent sphere based on the incorporation of Dublin, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Matters for the Information of the Council <br /> Mayor Mercer presented the Information Report of the Director of Public Works <br />and Utilities (IR 81:20), dated July 22, 1981, regarding the Vukota and Garcia <br />houses in the Peters Avenue right-of-way, stating that there was one bid received <br />for the Vukota house ($253.00) and the Garcia house ($231.00) each from the same <br /> <br /> 10. 7/28/81 <br /> <br /> <br />
