479 <br /> <br /> Councilmember Butler stated he felt there should be some space left for trucks <br />to park in this area. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Mayor <br />Mercer, that Resolution No. 81-223, determining that parking be eliminated for <br />vehicles over 20 feet in length on the easterly side of First Street between the <br />southerly end of the Tennis Courts of Pleasanton Elementary School to Abbie Street, <br />be adopted. <br />The roll call vote was as follows:. <br />AYES: Councilmembers Kephart, Mohr, and Mayor Mercer <br />NOES:' Councilmembers Butler and Wood <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mayor Mercer presented the Information Report of the Director of Public Works <br />and Utilities (IR 81:19), transmitting the Minutes from the Staff Traffic Committee <br />meeting of June 24, 1981. No action was required or taken by Council on this item. <br /> <br /> Mayor Mercer presented the attendance reports of the Planning Commission, Park <br />and Recreation Commission, and the Human Services Commission for the period January <br />through June, 1981. He instructed this report be noted and filed. <br /> <br /> Mayor Mercer presented the City Council Agenda Planning Report for July, August, <br />and September, for the information of the Council. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COMa4UNICATIONS <br />Valley Employm.~nt and Training Program <br /> Mayor Mercer presented a letter from the Valley Employment and Training Program <br />dated June 26, 1981, commending Walter Wood and Marshall Kamena, who serve on the <br />Governing Board of ACTEB, for the hours and influence these men spend in the interTest <br />of the community and for their fine efforts in obtaining funding for the Valley. <br />Councilmember Wood elaborated on the training program. Mayor Mercer instructed that <br />the letter be noted and filed. <br /> <br />Robert S. Allen, BART Director <br /> Mayor Mercer presented a letter from Robert S. Allen, BART Director, dated June <br />25, 1981, regarding rail service to Pleasanton and proposed routes.. <br /> <br /> Mr. Robert Allen elaborated on this matter, reviewing the background of the pro- <br />posed routes. He requested Council to defer making the general plan amendment in the <br />Stoneridge Shopping Center area until every alternative could be reviewed by BART. <br />He urged that Council refrain from filing the Notice of Determination that would <br />implement the general plan amendment until such time as BART can evaluate the route <br />along the freeway as well as other possibilities. Mr. Allen stated the amendment <br />is a violation of EPA standards and could possible cause litigation against the <br />City. The City Attorney advised that the filing of the Notice of Determination <br />would not effect the general plan change already adopted. <br /> <br /> Mayor Mercer stated he had never been in favor of the proposed rail route as <br />it was entirely unsatisfactory and cost prohibitive. Me stated the freeway route <br />was much more feasible and could be done more expeditiously. He added he felt it <br />is a waste of time and money to do additional studies. <br /> <br /> After further discussion, the City Attorney advised he would confer with Mr, <br />Allen later and report back to Council regarding this matter. <br /> <br /> 11. 7/14/81 <br /> <br /> <br />
