Any Pleasanton resident who wishes to <br /> give time and research to the various concerns should be allowed to serve on one of <br /> the subcommittees. This will permit public input by the citizens who want to be <br /> heard. He stated the Planning Commission and City Council do not have time to spend <br /> on an in-depth review of all of the problems and conflicts, and a citizens review <br /> committee could study areas of concern and report to Council regarding these matters. <br /> Mr. Innes stated that with regard to item 2 of the General Plan amendment, he con- <br /> curred with the developer in proposing to change the truck policy restricting traffic <br /> to Hopyard north to Gibralter Drive. Mr. Innes requested that Council delete item 5 <br /> of the General Plan amendment regarding balance among land uses within the planning <br /> area and leave it stand as currently written in the General Plan. Mr. Innes stated <br /> that regardless of the size of this development that there is only 300,000 gallons of <br /> sewer capacity available which will accommodate a little more than 1/3 of the total <br /> development and that the City has built-in controls. Any increase of the 548 acres <br /> will have to come before City Council for additional sewage, and depending on what <br /> type of development, might also require going to state and federal agencies. He <br /> stated that growth can go along in a logical manner and be consistent with what this <br /> community is able to handle. Mr. Innes concluded by stating this is a fine develop- <br /> ment and he supports it, but has some concerns regarding the overall effect of develop- <br /> ments of this type and lack of thorough planning in our industrial General Plan. He <br /> requested Council to address the concerns of full build-out before the adoption of any <br /> ordinance approving the Hacienda Business Park. <br /> <br /> Rev. Robert Vogt, 4122 Sharab Court, and resident of Pleasanton since 1958, stated <br /> he was a member of the citizens General Plan Review Committee in 1964 and 1968; his <br /> particular subcommittee reviewed the location of public-buildings. He stated the City <br /> has good planning. He strongly supported the Hacienda Business Park and stated the <br /> design and style are without parallel. He stated it personally complied with his need <br /> for beauty and good architecture, for good government and good education, for great <br /> family life, concern for jobs, and for economic resources reasons. <br /> <br /> Mr. Peter T. Muller, 8301 Edgewater Drive, Oakland, representing the Associated <br /> General Contractors of California, stated this group supports this particular project. <br /> He stated he has reviewed all of the documents and heard the presentations, and feels <br /> it is the most outstanding project in the State, and that the community should be <br /> privileged to have this project in Pleasanton. He stated the development team is <br /> second to none and the overall concept is good, and that this project is the best and <br /> most efficient use of this particular parcel and the mixed uses is extremely well done. <br /> He stated it is a positive growth project and he strongly favors approval of the <br /> development. <br /> <br /> Mr. Pat Milne, 5525 San Antonio, representing Mission Park Homeowners Association, <br /> stated this group has reviewed all materials and attended meetings with the developer, <br /> and supports the project. <br /> <br /> Mr. Bob Philcox, 2411 Crestline Road, stated he moved to Pleasanton in 1954. At <br /> that time it was a charming town with good schools, not many shops, and no parks, but <br /> a good place to live and raise a family. Now in 1982 it is still a charming city with <br /> good schools, good shopping, outstanding parks, and a lovely place to live and raise <br /> a family. He stated the City has come through difficult times of slow growth, moderate <br /> growth, fast growth, and no growth, new parks, industry, traffic lights, and all with <br /> the lowest sales tax base in the County. He stated that with each change came the <br />- "anti-everything" citizens. He stated that Pleasanton's good planning is due to dedi- <br /> cated and concerns City Councils, Planning Commissions, and interested citizens in an <br /> effort to make Pleasanton a better place to live; with good shopping, new roads, <br /> strong tax base and some industry.
