391 <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mercer stated he had asked the City Attorney and City Manager to <br />start proceedings on illegal campaign signs. The City Attorney advised that he had <br />sent a letter and copy of the City's political sign ordinance to each candidate <br />advising them that political signs must be removed by May 24, 1982. Councilmember <br />Brandes asked what could be done if this order is not adhered to. The City Attorney <br />stated that City crews would take down the illegal signs and store them at the Cor- <br />poration Yard. Any candidate desiring to pick up his sign would be charged $5.00 <br />per sign. <br /> <br /> Councilmember Wood indicated there have been several accidents at the Santa Rita <br />Road Overpass and McDonalds intersection, and asked about the status of the present <br />situation. Mr. Warnick advised that signalization design plans are underway at this <br />time and that construction should~begin in a few months on a traffic signal at this <br />location. <br /> <br /> Mayor Butler advised that after talking for four weeks about changes to the <br />intersection at Foothill Road and the Moller Quarry entrance, Mr. Ormond has agreed <br />to make the necessary changes for road improvements for protective measures, and <br />had picked up his permit this date. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Mercer reported that at the last LAFCO meeting the Beratlis pro- <br />perry on Foothill Road was not annexed because the application needed an Environ- <br />mental Impact Report. He stated that the Bates property on Vineyard Avenue was ap- <br />proved for annexation to the City. <br /> <br /> Councilmember Brandes stated he had artended a meeting of the Cable TV Citizens <br />Committee last week. He requested staff to look into the possibility of joining the <br />City of Pittsburg as amicus curiae in their suit against Viacom which had deregulated <br />pursuant to AB-699. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Dr. Dennis Glafkides, 737 Happy Valley Road, and owner of property at 280 E. <br />Angela Street, stated the property on Angela Street has flooded several times in the <br />past four years. He stated that each year it gets worse and that tenants at this <br />location are forced to vacate, and he has incurred great expense in clean up and <br />repair to his property. Dr. Glafkides stated he had advised the City of this pro- <br />blem and had requested clean up assistance during storms but was told they were <br />either too busy elsewhere or were closed for the weekend. He asked Council to con- <br />sider whatever improvements are necessary to the drainage at this site to correct <br />the problem. Mr. Warnick advised that a project is included in the upcoming Capital <br />Improvement Program for the necessary improvement to correct this problem, and that <br />it will be accomplished if the Capital Improvement Program is approved by Council. <br /> <br />PUBLIC HEARINGS <br />Appeal of Wanda Aldrich to Condition No. 2 imposed by the Board of Adjustment in <br />their approval to allow continued operation of a beauty shop which was enlarged at <br />541 Main Street without providin~ the required off-street parkin~ spaces. Condition <br />No. 2 provides "that' because the subject property currently has no off-street park- <br />ing, t.he property owner shall agree to enter into any parking assessment district <br />which may be established to provide off-street parking for the benefit of the sub- <br />ject property. This agreement shall be entered into between the property owner and <br />the City within 30 days of the effective date of the ~rantin~ of this varience." <br /> Mr. Harris presented his report (SR 82:180) dated May 17, 1982, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> 2. 5/25/82 <br /> <br /> <br />
