421 <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br /> closed on this item. <br /> <br /> Mr. Warnick stated his only concern with the closing of Secretariat at Northway <br /> is the problem of turn-around for emergency vehicles, otherwise this alternate does <br /> accomplish what the residents want done. <br /> <br /> Councilmember Mercer stated he felt the problem is bigger than Secretariat; that <br />there is no easy access onto Valley Avenue and that stop signs should be placed at <br />Crestline/Blackbird and Northway Road. He stated that possibly rolled curbs could <br />be installed to make an easier turn-around for emergency vehicles on Secretariat. He <br />also suggested a left turn lane off Hopyard at Goldcrest and realignment to form an <br />island. He stated he felt that a proposal should be prepared and sent to the 140 <br />affected residents for their review and input before a decision is made on this matter. <br />He added that something needs to be done and that the closing of Secretariat at North- <br />way seems to be proper. <br /> <br /> Councilmember Wood stated he concurred with Councilmember Mercer. He requested <br />that the City staff take a traffic count to see where the majority of the traffic is <br />being generated from. <br /> <br /> It was moved by Councilmember Brandes that Secretariat be closed at Northway, <br />that appropriate money be allocated for the completion of the project, and that a <br />left turn lane be installed off Hopyard Road at Goldcrest with corrective realignment. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Butler asked about a negative declaration relative to this matter. 'Mr. <br />Warnick advised that one could be approved at the time plans and specifications are <br />approved for such a project. <br /> <br /> Councilmember Mercer stated that Council and the residents need to know what is <br />going to be done before any action is taken for final decision. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wood, directing <br />staff to bring back plans and specifications on how Secretariat can be closed at <br />Northway and the traffic estimates to show that it is the proper way to handle the <br />problem, and to include the design of a left turn lane off Hopyard Road onto Gold- <br />crest, and realignment of the Goldcrest/Hopyard intersection. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Warnick advised he could have this item back to Council at their meeting of <br />June 8, 1982. <br /> <br />Application of ~eynolds and Brown for P.U.D. (Planned Unit Development) development <br />plan approval for a second phase of development for the 56 acres of land located at <br />the southwest corner of Hopyard Road and 1-580 in the vicinity of Bannister and <br />Owens Drives. Th~ proposed devel0pme~t plan proposes fourteen individual office <br />and research and development butldinbs on the sites ranbin5 from 1.2 to 7.2 acres <br />in size with structures proposed uR to fife stories in height. Zoning for the <br />prop~rtF is P.U.D.
