413 Mayor Butler declared the public hearing open on the application and the negative declaration. Mr. Dean Wagerman, 2333 Martin Road, stated this general plan amendment had been requested seven months ago, and that he concurs with the staff report. Mr. Gil Barbee, 147 Bernal Avenue, stated he was partially for and partially against this application. He stated he had no problems with the low density designation in the orchard area but felt the Thorpe property should be designated medium density for easier development. There being no further testimony, Mayor Butler declared the public hearing closed on the application and the negative declaration. It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 82-156, determining on the basis of a review of initial environ- mental study done for this project, that no significant environmental impact would Cit ' occur as outlined in the y s guidelines and that a negative declaration is appro- priate to amend the General Plan land use designation of several properties on the west side of Martin Avenue between Mohr Avenue and the Arroyo Mocho and an approxi- mately 45 acre site east of Martin Avenue immediately south of the Arroyo Mocho from "Medium Density Residential" and "Sand and Gravel Harvesting" to Low Density Resi- dential District, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler NOES: None ABSENT: None It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 82-158, approving the application of the City of Pleasanton to amend the General Plan land use designation of several properties on the west side of Martin Avenue between Mohr Avenue and the Arroyo Mocho and an approximately 45 acre site east of Martin Avenue immediately south of the Arroyo Mocho from '~edium Den- sity Residential" and "Sand and Gravel Harvesting" to Low Density Residential Dis- trict, be adopted. The City Council may re- commend any action regarding this matter considered in the public interest On the basis of an Initial Study of the potential environmental impacts of the project, the Director of Planning and Community Development has determined that the proposed project would not have any potential significant adverse effects on the environment and that an environmental impact report need not be prepar. e.d..
