It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br /> that Resolution No. 82-140, reappointing Larry Lindsey as a member of the Planning <br /> Commission for a four year term, said term to expire May 5, 1986, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: None <br /> <br /> Council thanked all of the candidates for their interest in this position, <br /> stating they were the most outstanding group of candidates ever interviewed and <br /> that the selection was difficult. <br /> <br /> Councilmember Mercer stated that at the last Planning Commission meeting there <br />was discussion of creating a separate Design Review Board. He stated that if the <br />Planning Commission does not pursue this matter then he felt Council should do so. <br />He also requested Council to consider appointing alternate members to each of the <br />Boards and Commissions. He listed the advantages of such action as always having <br />a quorum; if a commissioner had to abstain for any reason then the alternate would <br />be allowed to vote thus eliminating any tie decisions; more involvement in city <br />government; stop delays on items; motivate present commissioners to attend meetings; <br />and be a training ground for future commissioners. After discussion, it was moved <br />by Councilmember Mercer, and seconded by Councilmember Mohr, instructing the City <br />Attorney to prepare draft amendments to the Code allowing alternate members to each <br />of the City Boards and Commissions and to set forth when they can sit at a meeting; <br />these amendments to be forwarded to each respective Board and Commission for their <br />review and recommendation to Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Wood asked permission to lobby with the Board of Supervisors re- <br />garding the transportation of prisoners that are released from Santa Rita prison, <br />and Pleasanton's sphere of influence.
