It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that Resolution No. 82-140, reappointing Larry Lindsey as a member of the Planning Commission for a four year term, said term to expire May 5, 1986, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler NOES: None ABSENT: None Council thanked all of the candidates for their interest in this position, stating they were the most outstanding group of candidates ever interviewed and that the selection was difficult. Councilmember Mercer stated that at the last Planning Commission meeting there was discussion of creating a separate Design Review Board. He stated that if the Planning Commission does not pursue this matter then he felt Council should do so. He also requested Council to consider appointing alternate members to each of the Boards and Commissions. He listed the advantages of such action as always having a quorum; if a commissioner had to abstain for any reason then the alternate would be allowed to vote thus eliminating any tie decisions; more involvement in city government; stop delays on items; motivate present commissioners to attend meetings; and be a training ground for future commissioners. After discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Mohr, instructing the City Attorney to prepare draft amendments to the Code allowing alternate members to each of the City Boards and Commissions and to set forth when they can sit at a meeting; these amendments to be forwarded to each respective Board and Commission for their review and recommendation to Council. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler NOES: None ABSENT: None Councilmember Wood asked permission to lobby with the Board of Supervisors re- garding the transportation of prisoners that are released from Santa Rita prison, and Pleasanton's sphere of influence. After discussion, it was determined to dis- cuss this matter further under item 12f - Replacement Facilities at Santa Rita Re- habilitation Center, on the agenda. Mayor Butle~ requested the Director of Public Works to check the traffic signal at Stanley Boulevard and First Street because of its malfunctioning.
