313 It was moved by Mayor Mercer, and seconded by Councilmember Butler, to amend the guidelines to include a description of the negotiating committee for long-term agreements, consisting of the Mayor, one Councilmember, City Manager, and City Attorney; add fees for low income housing and capital improvements of $400/unit and $525/unit, respectively, as requirements for all projects; add language to the lower-income exemption that the HUD figure for percentage of gross income used for housing.be 25% or whatever correlates with the HUD figure at the time application is made; and that changes concerning the exemptions and treatment of lower-income housimg set-aside be made to correspond to the amendments made to the ordinance. REPORT~ OF BOARDS AND COMMISSIONS Recommendations from the Planning Commission regardtn~ vacant I-G (General Indus- trial) zoned land east of 1-680 (Contd. from 2-9-82) Mr. Harris presented his report (SR 82:47) dated February 2, 1982, regarding- this matter. Mr. Kenneth C. Scheidig, Attorney representing Dillingham Corporation, requested Council to exempt Dillingham's project from any change in zoning designation, since their application for building has already been approved. After discussion, it was moved by Councilmember Mohr, and seconded by Mayor Mercer, to initiate an ordinance to rezone the remaining vacant I-G (General Indus- trial) zoned property in the area east of 1-680 to PUD-Industrial with the exception of the Dillingham Corporation parcel.
