215 <br /> <br /> Application of the City of Pleasanton to amend the various elements of the General <br /> Plan~ where appropriate and necessary~ to allow for modifications to the growth <br /> management system of the City (formerly ~.A.P.~ Res.idential Allocation Program). <br /> T_he City Council may make any recommendation relative to the above modifications <br /> <br /> On the basis of an Initial StudZ.of the potential environmental impacts of the <br /> project., the Director of Plannin~ and Community Development has determined that <br /> the proposed project would. ~pt have ~ny potential significant adverse effects on <br /> the environment and that an environmental impact report need not be prepared. <br /> This Initial Study is available for review at the Plannin~ Division~ 200 Bernal <br /> Avenue, Pleasanton. Comments on this decision may be directed to either the <br /> Planning staff prior to the above meeting date~ or directly to the City Council <br /> at the above noticed meeting <br /> Mr. Harris presented his report (SR 82:25) dated January 21, 1982, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the nega- <br /> tive declaration. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> Mayor Mercer declared the public hearing closed on the application and the <br />negative declaration. <br /> <br /> Mr. Harris requested the following two changes be made to the staff report: <br /> (1) amend Policy 21 to read "to ease the procedural requirements of the growth <br />~ana~ement plan (and delete residential allocation program) with respect to those <br />small developments which, because of their size, would not affect materially the <br />growth rate or provision of services should they develop"; and (2) delete Policy 6 <br />of the Growth Management Element. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Resolution No. 82-28, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City~s guidelines and that a negative declaration is appropriate to <br />amend the various elements of the General Plan, where appropriate and necessary, to <br />allow for modifications to the growth management system of the City, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Resolution No. 82-29, approving the application of the City of Pleasanton to amend <br />the various elements of the General Plan, where appropriate and necessary, to allow <br />for modifications to the growth management system of the City (formerly R.A.P., <br />Residential Allocation Program), including the 2 changes as recommended above,be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Appeal of Wild West Stores of a decision of the Design Review Boar.d. denying their <br />application for a second wall sign on their store in the Best Plaz~ Shopping Center <br />located at the northeast corner of Stoneridge Drive and Springdale Avenue <br />(Contd.
