241 <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that <br />Resolution No. 82-486, approving the application of Meadow Plaza Associates to amend <br />the General Plan land use designation of an approximately 5.8 acre site located east <br />and south of the Exxon Service Station at the southeast corner of West Las Positas <br />Boulevard and Santa Rita Road from Commercial and Offices to High Density Residential, <br />with the northwestern approximately 2 acres to remain Commercial and Offices, without <br />any conditions attached to the application, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />Application of the Diocese of Oakland to amend the General Plan designation of approxi- <br />mately 13 acres of land located on the south side of Bernal Avenue extension immediately <br />west of the Southern Pacific Railroad tracks from High Density Residential to Commercial <br />and Offices <br /> <br />Consider adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 82:489) dated December 9, 1982, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Richard Logan, 1330 Broadway, Oakland, representing the Diocese of Oakland, <br />reviewed his letter of November 4, 1982, setting forth the history of this property. <br />He stated that the Catholic Church has always cooperated with the City in various <br />previous property dealings. He stated he felt the Church should be able to develop <br />this property with offices, and that this would be compatible with the Civic Center. <br />Mr. Logan stated that from his observations in Alameda County and Contra Costa County, <br />there is no residential development adjacent to Civic Center sites; that residential <br />units would detract from the business appearance that Civic Centers should have, and <br />that office and commercial would be better maintained and fitting adjacent to the <br />Pleasanton Civic Center. Councilmember Mercer advised that Hayward, Union City, Newark, <br />and Fremont have residential development near their City Halls. <br /> <br /> Mr. Clem Finney, Architect, 2900 Lakeshore, Oakland, representing the Diocese of <br />Oakland, reviewed the various easements dedicated to the City and property sold to the <br />City for particular uses. He stated that the Catholic Church has been in the City of <br />Pleasanton since 1882, and that St. Augustine's Church was founded in 1901, and that <br />additional development is being planned on Santa Rita Road at this time. Mr. Finney <br />advised that the City and County of San Francisco property is not a part of this appli- <br />cation because they do not want to sell their property. He stated that the staff re- <br />port states that the improvements to Bernal Avenue will enhance the value of the church <br />property with no cost to the Church. He stated there will be a cost to the Diocese; <br />they have already paid for it. He advised that the Church has had two appraisals com- <br />pleted on this property and that both appraisers state the best use of the property <br />would be for office and commercial. <br /> <br /> Mr. Jim Steadman, Civil Engineer from Walnut Creek, representing the Diocese of <br />Oakland, presented a map of the current General Plan showing the areas that surround <br />the Civic Center site. He stated he felt that residential is not appropriate adjacent <br />to the Civic Center; that office and commercial is more appropriate. He asked that <br />the entire 29 acre site near the Civic Center be designated as commercial and office <br />on the General Plan. He stated that to designate this area as residential would create <br />an isolated residential neighborhood, there would be a real problem with pedestrian <br />movement, there would be no schools easily aceessible for children, there would be <br /> <br /> 6. 12/13/82 <br /> <br /> <br />
