239 <br /> <br />adverse noise impact, poor traffic circulation, and no residential characteristics. <br />He listed the advantages of designating this area as office and commercial stating <br />that such development would be a class A type office and retail site for possible use <br />by other governmental agencies, the buildings would be compatible with the surrounding <br />area to the south and west, and vehicle and pedestrian access would be compatible. Mr. <br />Steadman stated there is sufficient vacant land at other locations within the City that <br />are more suitable for high density residential development. He questioned the number <br />of high-density residential units set forth in the General Plan. He read the notice of <br />public hearing dated June 9, 1981, relative to the housing element of the General Plan. <br />He also cited the Growth Management Plan, which sets forth a large number of high den- <br />sity residential units and which would take many years to build out.
