· 341 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> November 29, 1982 <br /> <br />CALL TO ORDER <br /> Mayor Robert Butler called the Special Meeting of the City Council to order at <br />7:30 p.m. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George recorded the roll as follows: Councilmembers <br />Brandes, Mercer, Mohr, Wood, and Mayor Butler were present. Planning Commissioners <br />Doherty, Getty, and Lindsey were present. Planning Commissioners Jamieson and Wilson <br />were absent. Mr. Walker, City Manager, Mr. Swift, Assistant City Attorney, Mr. War- <br />nick, Director of Public Works and Utilities, Mr. Harris, Director of Planning and <br />Community Development, Mr. Lew, Assistant Planner, Mr. Eastman, Chief of Police, and <br />Mr. Hill Fire Chief, were present. <br /> , <br /> <br />FURTHER REVIEW OF MOHR/MARTIN AREA <br /> Mayor Butler stated this meeting is a further informal review of the Mohr/ <br />Martin area, continued from the study session held on October 25, 1982 regarding <br />this matter. <br /> <br /> Mr. Harris reviewed his original report, and presented an addendum report en- <br />titled "Development Potential and Constraints in the Mohr-Martin Area", setting forth <br />alternatives for new street alignment. He stated that emergency vehicle access <br />should be considered whenever further development plans for the area are submitted <br />for review; even though a fire station is located in close proximity to the study <br />area it cannot be guaranteed that those emergency vehicles will be drawn from that <br />station for all emergency situations, and that accordingly, the street system should <br />be designed for acceptable levels of service. Staff feels that if the northern col- <br />lector street is a through street to Santa Rita Road then response time would be <br />adequate for the Mohr/Martin area and Trenery Drive could be a cul-de-sac. Mr. <br />Harris reviewed the recommendations presented in the original report, and stated <br />that staff still feels these are generally acceptable with further consideration <br />of recommendation 3 relative to Trenery Drive as a major access point from Santa <br />Rita Road to Martin Avenue. Mr. Harris stated the addendum report discusses the <br />park location and density on the Kamp and Wagerman properties and also phased develop- <br />ment. <br /> <br /> Mayor Butler stated that testimony would be accepted now from the audience. <br /> <br /> Mr. Bill Black, who resides at the corner of Mohr and Martin Avenues, stated <br />that most of the walnut trees in this immediate area are diseased with "black line" <br />and also suffer because of the gravel stratus at the surface of the land, and that <br />for Council to consider minimum one acre lots in order to preserve the trees is a <br />joke. He added he did not feel it is fair to be penalized because of the presence <br />of trees which are diseased. <br /> <br /> Mr. Martin Inderbitzen, representing Bob Molinaro, reiterated his position pre- <br />sented at the last meeting, stating that because they have not in fact prepared any <br />development plan they do not want to have their planning affected by a predetermined <br />street system. He stated there will have to be some internal streeting in that area <br />but such extensions could over-burden some properties. He stated his client prefers <br />Alternace C, which gives the most flexibility. He stated he felt density should <br />allow for feathering from west to east. <br /> <br /> <br />
