363 <br /> <br /> Mayor Butler stated the Pleasanton JayCees are starting a new project - <br />Adopt a School. They are adopting Vintage Hills School and will hold fund <br />raisers to directly benefit this school. He hopes that other civic groups <br />will take similar action with other schools. <br /> It was moved by Mayor Butler, and second by Councilmember Mercer, the <br />Resolution No. 82-462, encouraging the Pleasanton JayCees and other groups <br />to continue with this activity benefitting the schools. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood and MayorsButler <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer indicated the city is in receipt of an anonymous donation <br />of trees to the Park Department which was matched by Pleasanton Nurseries. <br />He expressed his thanks to the anonymous donor and the Pleasanton Nursury. <br /> <br /> Mayor Butler also wished to express his thanks to the Livermore city <br />staff for their assistance in working with the City of Pleasanton and'the <br />State Department of Rehabilition to preserve the Valley Center, which has <br />been able to move their offices to the Livermore Multi-Service Center. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Wood indicated that the vacancy on ACAP has been filled <br />by Jerry Case and Joe Cooper was appointed as the alternate. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Curt Altschul, 6234 Alta Mira, spoke on behalf of Citizens for <br />Balanced Growth (CBG). He indicated the group had received a letter <br />indicating they had to register for solicitation and feels they are being <br />harassed as was Margaret Tracy because of her involvement with Zone 7. <br /> He then proceeded to refute the points raised by Councilmember Mercer <br />at the beginning of the meeting. CBG is comprised of Valley residents, not <br />just "out-of-towners." <br /> The cost of living is going to go up in Pleasanton; the residents <br />will have to pay for the new taxation districts; the 2% growth rate is <br />probably out the door; there will be pressure on the schools because of <br />new residents and someone is going to have to pay those taxes to support <br />the schools; pollution level is better because weather is better. <br /> Councilmember Mercer again stated only the industrial properties <br />will pay for the assessment districts and the 2% growth rate will not be <br />out the door. Further discussion commenced and Mayor Butler intervened <br />to close the discussion before it got out of hand. <br /> Mr. Frank Belecky, 892 Madeira Drive, wished to speak regarding the <br />affordable housing project, but Mayor Butler indicated he should speak when <br />this item came up on the agenda. <br /> <br />PUBLIC HEARINGS <br />Review of Viacom Cable Franchise <br /> Myrt Jones of Viacom spoke to the Council indicating Viacom is making <br />every effort to correct the current problems. She briefly summarized the <br />new Zenith Z-tac system, which is controlled by computer from the office. <br />It has a 54 channel capability and can get more channels in the future <br />without replacing the in-home converters. They should be receiving the <br />new system by February 1, 1982 and anticipate complete exchange in the <br />homes for the old converters within six months. Viacom will be offering <br />two new services - the music channel and cable health. <br /> <br /> 3. 11/23/82 <br /> <br /> <br />
