REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Design Review Board and Planning Commission at their meetin~ <br />of 10-27-82 <br /> Mr. Harris presented his report (SR 82:431) dated October 28, 1982, regarding <br />this matter for the information of the Council. No action was required or taken by <br />Council on this item. <br /> <br />REPORTS OF THE CITY MANAGER <br />Proposed removal of Two-Hour Parking on Santa Rita Frontage Road and Jensen Street <br /> Mayor Butler declared this item continued to the meeting of November 23, 1982, <br />at the request of residents in the Jensen tract area. <br /> <br />Approval of Preannexation Agreement and Sewer Connection for 336 Sycamore Road <br /> (Helmut Stonawski) <br /> Mr. Warnick presented his report (SR 82:441) dated November 3, 1982, regarding <br />this matter. <br /> <br /> Councilmember Mercer asked how serious is the problem. Mr. Warnick stated he <br />had not personally checked the sewage system but the letter from Alameda County <br />Health Department indicated the septic tank is failing and presents a serious problem <br />in rainy weather. <br /> <br /> Mr. Helmut Stonawski, 336 Sycamore, stated the problem is serious and in rainy <br />weather the ~ater level rose to four inches below ground level, causing problems with <br />the septic tank and leach system, and for this reason he is requesting hook-up to the <br />City's sewage disposal system and is willing to sign a pre-annexation agreement. <br /> <br /> Councilmember Mercer asked Mr. Stonawski if he is aware of the study being done <br />by the Happy Valley residents regarding annexation to the City. Mr. Stonawski stated <br />he was not aware of any studies and had not attended any homeowners meetings. Mr. <br />Stonawski stated he had no interest in subdividing his property, only in the safety <br />and health of his family. <br /> <br /> Dr. Dennis Glafkides, 737 Happy Valley Road, representing the Happy Valley Home- <br />owners Association, stated he had put flyers in mailboxes notifying everyone of the <br />meetings of the homeowners association, and that Mr. Quick and Mrs. Daggett had at- <br />tended the last meeting. Dr. Glafkides requested that two points be considered when <br />reviewing this item and the next item on the agenda: (1) sizing of sewer - he re- <br />quested that the size of the sewer line be adequate to meet only the personal needs <br />and not large enough to allow other connection to the property and adjacent properties; <br />and (2) that the City grant the sewer connection without annexation to the City. He <br />requested that any annexation proceedings not be considered until after the first of <br />February at which time the Happy Valley Homeowners Association plans to present their <br />study to the Council for future control of the area. He'asked that all alternatives <br />be explored before allowing these sewer hook-ups to the City. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mohr, that Resolution No. 82-444, authorizing the connection of Helmut Stonawski <br />at 336 Sycamore Road to the City sewer system, provided all main extension and connec- <br />tion work is done to the satisfaction of the City Engineer and all costs are borne by <br />the property owner, and requiring the owner to sign a Sanitary Sewer Facility and Pre- <br />annexation Agreement for future annexation, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> 11. 11/9/82 <br /> <br /> <br />
