CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Brandes advised that at the Park and Recreation Commission meeting <br />October 20, 1982, the Commission recommended that the City Council appoint a committee <br />comprised of one Councilmember, two Park and Recreation Commissioners, and staff to <br />develop recommendations regarding the use of the maintenance impact report process to <br />assist in forecasting additional maintenance costs resulting from the proposed develop- <br />ment of capital projects. After discussion, it was moved by Councilmember Brandes, <br />and seconded by Councilmember Wood, that the City Council appoint a committee comprised <br />of one councilmember, two park and recreation commissioners, and staff to develop re- <br />commendations regarding the use of the maintenance impact report process to assist in <br />forecasting additional maintenance costs resulting from the proposed development of <br />capital projects. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Brandes was appointed as the Council representative to serve on the <br />above committee. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. William Oyler, 300 Virginia Way, requested Council to again consider annexa- <br />tion of his property into the City. He stated he has twice before made application <br />for annexation but has been denied. He stated his property is adjacent to the Allen <br />property on Vineyard Avenue that is on the agenda tonight for annexation proceedings, <br />and he would like his property to be included in the annexation. Mayor Butler ex- <br />plained that Mr. Oyler's property has not been annexed previously because of unfavor- <br />able findings. Mayor Butler instructed staff to investigate this matter further. <br /> <br /> Mr. Steven Wechsler, 647 Orofino Court, requested Council to reconsider their <br />position in awarding the Quail Creek project a winner in the affordable housing com- <br />petition. He stated he felt this should be considered before item 8a on the agenda <br />regarding development plan approval for the Quail Creek project is reviewed. Mayor <br />Butler stated that Council had the opportunity to do this at the last Council meeting <br />and chose not to do so, and he felt it was not in order to do so now. Mr. Wechsler <br />stated there are findings that possibly the Council was not aware of; misrepresenta- <br />tions of a material nature, which should be brought to the attention of the Council. <br />Mr. Frank Sieglitz, Attorney representing Mr. Earp, stated he felt the suggestion is <br />out of place and that the regular public hearing should be considered as scheduled on <br />the agenda. Mr. Wechsler presented a retail comparison cost of construction showing <br />an increase of 29.9% of these costs from September 14, 1982, to October 26, 1982, <br />which he felt was significant and should be taken into consideration by Council. After <br />consultation with the City Attorney, Mayor Butler stated that all information regard- <br />ing the Quail Creek project would be accepted at the public hearing time on the agenda. <br /> <br /> Mrs. Eleanor Tierb, 1264 Hillcrest, Livermore, spoke regarding a burglar-alarm <br />system installed by Viacom which she felt was a rip-off. Mayor Butler suggested she <br />should report this to the Livermore City Council, not Pleasanton City Council, since <br />that is where she resides. She stated she wanted to make the public aware of this <br />matter. <br /> <br /> Mr. Lewis Mangum, 872 Sylvaner Drive, stated he felt the City should take cor- <br />rective action to reduce the odor at the sewerage plant in the Val Vista area. Mayor <br />Butler advised this plant is under the jurisdiction of D.S.R.S.D., that they are <br />aware of the problem, and are taking action to eliminate the odor. <br /> <br /> 3. 10/26/82 <br /> <br /> <br />
