199 <br /> <br /> Councilmember Brandes stated he did not see any reason to continually set aside <br />50 units for low income housing. <br /> <br /> It was moved by Councilmember Brandes that the staff report be approved but <br />eliminating the set aside 50 units for low income housing for 1982. <br /> <br /> The motion died for lack of a second. <br /> <br /> After discussion, it was moved by Councilmember Brandes that the current number <br />of low income housing set aside remain at 149 and that no additional units be added <br />in 1983. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Mohr stated she is reluctant to reduce the set aside for low in- <br />come housing and felt it might have a negative impact on any developer desiring to <br />construct low income housing. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Brandes, that Resolution No. 82-408, to reduce the existing low income housing <br />set aside allocation by 50 units from 149 to 99, and not to add any units in 1983, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Wood, and Mayor Butler <br />NOES: Councilmember Mohr <br />ABSENT: None <br /> <br /> After further discussion, it was moved by Mayor Butler, and seconded by Council- <br />member Brandes, that Resolution No. 82-409, that the 1983 Growth Management Program <br />allocation figures be established as follows: (1) that at least 200 RAP and/or GMP <br />units will not be constructed prior to 1986 and/or that there will continually be <br />that number of units under construction but not yet completed in Pleasanton through <br />1985; (2) set a Growth Management Program target for 1983 of 483 units (283 already <br />allocated under long term agreements, 200 for small projects allocations and no units <br />for low income set aside); (3) all units will be for small projects; (4) 50 units <br />will be the maximum for any small project; and (5) small projects will be handled <br />on a first come, first served basis for 1983, commencing immediately following a one <br />week application period as required by the GMP guidelines, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Wood, and Mayor Butler <br />NOES: Councilmembers Mercer and Mohr <br />ABSENT: None <br /> <br />1982-83 Operating Budget - Follow .Up Report <br /> Mrs. Wagner presented her report (SR 82:407) dated October 4, 1982, regarding <br />this matter. She reviewed the projected continuing revenue versus one-time revenue <br />monies. <br /> <br /> Councilmember Mercer stated he did not feel the City needs additional Park <br />maintenance personnel. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Council- <br />member Wood, that Resolution No. 82-410, approving the full implementation of the <br />1982-83 Operating Budget approved by Council on June 22, 1982, to include the hiring <br />of all the positions outlined in the budget document and the title of the proposed <br />Account Clerk III position in the Administrative Services Department be changed to <br />an Accountant position, be adopted. <br /> <br /> 13. 10/12/82 <br /> <br /> <br />
