181 <br /> <br /> Mayor Butler extended appreciation to the Steering Committee for the work that <br /> had gone into their report. Councilmember Mercer stated that he and Councilmember <br /> Wood were assigned the task of appointing persons to the Steering Committee and felt <br /> they had done an outstanding job. <br /> <br /> Council discussion ensued regarding the selection of the consultant and deter- <br />mined that additional information was needed before making a decision on this matter. <br /> <br /> Council discussion ensued regarding whether or not those properties with PUD <br />approval had been included in the report. Mayor Butler presented a letter from <br />Valley of California, Inc., dated September 28, 1982, requesting that their 9.3 <br />acres at Pimlico and Santa Rita Road be withdrawn from consideration within the one <br />year General Plan Study. Mr. Harris explained that this property has PUD approval <br />but does not have development plan approval. Mr. Innes stated it would be excluded <br />from the study. <br /> <br /> Councilmember Mercer stated he liked the concept of the report but felt the <br />consultantes responsibilities should be determined and formal procedures established <br />on that person before a call is issued to the public to serve on the General Plan <br />Review committee. He stated he would like for City staff and the Steering Committee <br />to discuss the scope of work, process for implementation of the study, how to hire <br />the consultant, how much city staff time is going to be required, etc., and report <br />back to Council with their findings. <br /> <br /> Councilmember Brandes stated he shared the same concerns as Councilmember Mercer <br />and would like additional information, and would feel comfortable in delaying this <br />item two weeks to receive a further report. <br /> <br /> Councilmember Mohr stated she would be agreeable to continuing this item for <br />two weeks but felt it should not be delayed any longer than that because of the <br />upcoming holiday season. She felt the call to the public should be issued at the <br />same time as the other questions are being resolved in order to get the study under- <br />way sooner. <br /> <br /> Councilmember Mercer stated he did not feel the City Council should make the <br />appointments to the General Plan Review Committee; he personally felt that every- <br />one who volunteers should be able to serve where ever they want to on whatever <br />committee they are interested in. Mr. Innes stated the Steering Committee did not <br />want to usurp the City Council in selecting the General Plan Review Committee. <br /> <br /> Mayor Butler stated that this Committee needs wide citizen input and that <br />people should be encouraged to join whatever subdivision committee they are <br />interested in. Mr. Innes stated that each person desiring to serve on a sub-com <br />mittee will receive a packet of information and that there will be an orienta- <br />tion meeting to review the scope of work in detail. <br /> <br /> Councilmember Wood stated he felt the report is one of the most thorough reports <br />ever presented by a citizens committee and that implementation should begin as soon <br />as possible. <br /> <br /> After further discussion, Mayor Butler instructed staff to prepare a further <br />report regarding the mechanism of hiring a consultant, the approximate cost, how <br />much staff time that will be required, etc., for review by Council at their meeting <br />of October 12, 1982. Council determined not to issue a call to the public to serve <br />on the General Plan Review Committee until after receipt of this report. <br /> <br /> Mayor Butler again thanked Mr. Innes and the Steering Committee for their good <br />report. <br /> <br /> 5. 9/28/82 <br /> <br /> <br />
