139 <br /> <br />to the units; that looking down from Vineyard Avenue there will be rows of rooftops <br />which he did not feel would be aesthetically pleasing. He stated there needs to be <br />better design and aesthetics features; the plan is the same only with a new owner. <br />He stated the project was no better today than before. <br /> <br /> Councilmember Brandes stated he was not on Council when this was previously <br />considered so he had investigated the matter on his own, and added that he did not <br />vote for Amador Meadows as a winner in the original competition. He stated he is <br />impressed with the manufactured homes and has confidence in the developer to perform. <br />He stated this is an opportunity to provide affordable housing in the community, and <br />he felt it could be properly maintained and controlled by the CC&R's, therefore he <br />would support the Quail Creek project as a winner over the Amador Meadows project. <br /> <br /> Councilmember Mohr stated the Amador Meadows project has many positive features <br />such as location and variety of design. She stated the cost feature of the Quail <br />Creek project has been the most critical point in her consideration regarding this <br />development. She stated she felt there are adequate parks in the area to meet the <br />concerns regarding park and recreation facilities and that the improvements to Pico <br />Avenue will relieve traffic congestion. She concluded by stating that because of <br />the affordability of the Quail Creek units she would support the project. <br /> <br /> Councilmember Wood stated he had twice voted against this project but had not <br />looked at it as low cost housing. He stated the City does need to provide afford- <br />able housing and some sacrifices may have to be made in design and aesthetics in <br />order to allow development of this type of housing. <br /> <br /> Mayor Butler stated he had not supported this project before and could not do <br />so this time. He stated his major concerns were the ability of the duplex units to <br />work as family units, serious traffic problems with Vineyard Avenue, and 247 units <br />being outside the scope of competition, adding that affordability is not the only <br />criteria to consider in the competition. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Mayor Butler, directing <br />staff to make the necessary findings and considerations to deny the Quail Creek <br />project being included as a winner in the affordable housing competition. <br />The roll call vote was as follows: <br />AYES: Councilmember Mercer and Mayor Butler <br />NOES: Councilmembers Brandes, Mohr, and Wood <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wood, that <br />Resolution No. 82-334, awarding affordable housing status to the Quail Creek project <br />subject to reduction of three lots to be used for recreation areas and that land- <br />scaping be put at the entry to the project, be adopted.
