Mayor Butler stated he had recently sent telegrams to the Governor in opposition <br /> to SB 999, which would remove the authority of cities to ban the sale of fireworks <br /> within their jurisdictions; and requesting that SB 77 not be signed before September <br /> 23, 1982, so that it would not affect the sale of bonds for the Pleasanton-Newark <br /> affordable housing program. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br /> Mayor Butler advised that items 8a and 8b on the agenda would be considered <br /> simultaneously. <br /> <br /> PUBLIC HEARINGS <br /> Application of the City of Pleasanton to amend the General Plan land use designation <br /> of an approximateely 8.8 acre site from High Density Residential to Medium Density <br /> Residential, located on the north side of Valley Avenue~ approximately 850 feet west <br /> of the intersection of Santa Rita Road and Valley Avenue~ <br /> <br /> Consider adoption of Negative Declaration <br /> (Contd. Open from 8-24-82) <br /> <br />Application of the C~ity of Pleasanton to rezone an approximately 7 acre site from <br />the "A" (Agricultural) District to the R-1-6500 (Single-Family Residential) District <br />or to any other zonin~ district consistent with the General Plan~ located on the <br />north side of Valley Avenue~ ~a]~pr~oximjt.,.ely 800 feet west of the intersection of <br />Santa Rita Road ~ V~lley Avenue <br /> <br />Consider adoption of Negative Declaration <br /> (Contd. Open from 8-24-82) <br /> Mr. Harris presented his report (SR 82:317) dated August 13, 1982, regarding <br />these two matters. He stated there is no development plan on this acreage now and <br />the question to be considered at this time is the basic land use density. <br /> <br /> Mayor Butler declared the continued public hearing open on these two items. <br /> <br /> Ms. Marion Halverson, daughter-in-law of Mrs. L. Halverson, one of the property <br />owners, urged denial of this amendment. She stated it does not make sense to with- <br />hold multi-family dwelling units on this property. She stated that traffic would be <br />a small percentage of the total development on Valley Avenue, that it would not in- <br />crease traffic on Tanager Court, that development as high density can be well planned <br />and better maintained, that this is a suitable location for multiples and unsuitable <br />for single-family residences because of its proximity to commercial development, and <br />that Pleasanton needs more multiple dwelling units. She requested this property be <br />zoned PUD-high density residential. <br /> <br /> Dr. Ralph Juhl, 2680 Foothill Road, the other property owner, stated he agreed <br />with Mrs. Halverson. He stated that Pleasanton is going to need high density resi- <br />dential and that this is an ideal location, and that this piece of property can be <br />a good transition from single family dwellings to commercial property. He urged <br />denial of the change in the General Plan and to approve this land for high density <br />residential. <br /> <br /> Ms. Joyce Getty, 925 Kottinger Drive, representing the Planning Commission, <br />stated she concurred with the previous two speakers.
