213 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Butler abstained from voting on approval of the City Council Minutes for <br />June 22, 1982, due to his absence from that meeting. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mercer brought up the matter of enlarging the Boards and Commis- <br />sions by one member, who would serve as an alternate. A report was to come back to <br />Council from the Boards and Commissions regarding this recommendation, but Council <br />has not heard from anyone. Councilmember Mercer suggested that Council instruct the <br />City Attorney to prepare a report on this and to draft a change in the ordinance to <br />provide for the additional member. <br /> <br /> Councilmember Mercer requested the City Manager to prepare a study on the cost <br />of annexation of a 50 acre parcel which is occupied and currently zoned residential. <br />This would be a hypothetical situation where all owners agree and no election is in- <br />volved. The study should compare the cost of annexation, cost of services provided <br />and offset these costs against the amount of revenues generated by the addition of <br />the property. <br /> <br /> Councilmember Mercer discussed the proposed rezoning or annexation of the Happy <br />Valley area. Dr. Glafkides was to talk to other residents and get back to the <br />Council. Since nothing has been heard, Councilmember Mercer suggested the Mayor <br />should write a letter to find out the status of the situation. <br /> <br /> Councilmember Brandes requested that the staff not proceed with rezoning of <br />small parcels until the General Plan Review Committee has had a chance to get going <br />and take action. The citizens should become involved before the matters come before <br />Council. <br /> <br /> Councilmember Brandes indicated that due to the health of Supervisor Excell, he <br />and Councilmember Mohr were not able to discuss the long range development plans for <br />the Santa Rita facility. <br /> <br /> Councilmember Mohr indicated that the ivy on the fence at the corner of Pleasan- <br />ton Avenue and Bernal Avenue has gotten to be a problem and the Fair Board should be <br />contacted to have it cut back. <br /> <br /> Councilmember Wood inquired if it would be possible to lower the admission price <br />to the Fair on days when the races are not running. Mayor Butler indicated that he <br />recalled seeing an article in the paper that Lee Hall had considered this for next <br />year. <br /> <br /> Councilmember Wood then suggested that a tri-city committee be formed to con- <br />sider items of mutual interest, such as sphere of influence and sewer capacity. <br />Councilmember Mercer indicated that sewer capacity is already covered by LAVWMA <br />and the League of California Cities covers items of mutual interest and the cities <br />are all members of these organizations. <br /> <br /> Mayor'Butler indicated receipt of a letter from a citizen expressing pleasure <br />with the new Peters Avenue. He also indicated he had received a letter from the <br />Director of Lawrence Livermore Lab expressing appreciation to the City of Pleasanton <br />for its help in handling the demonstration on June 21 and 22.
