There being no further testimony, Mayor Butler declared the public hearing closed on this item. Mr. MacDonald stated there was no reason to change his recommendation. After discussion, it was moved by Councilmember Brandes, and seconded by Council- member Mercer, that Resolution No. 83-552, approving the Resolution of Necessity for the Access Street to Valley Plaza Villages II, after determining that the public interest and necessity require the acquisition of certain land, and directing the filing of eminent domain proceedings, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, Mohr, and Mayor Butler NOES: Councilmember Wood ABSF. It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that Resolution No. 83-553, making application to LAFCO for Annexation No. 85, (Dr. Hari Puri, 3885 Foothill Road); Resolution No. 83-554, agreeing to the exchange of pro- perty revenue for Annexation No. 85 (Dr. Hari Purl, 3885 Foothill Road); and Resolu- tion No. 83-555, initiating prezoning for Annexation No. 95 (Dr. Hari Puri, 3885 Foothill Road), be adopted. After discussion, it was moved by Councilmember Brandes, and seconded by Council- member Wood, directing staff to negotiate with Postal officials for accomplishment of adding a new exit driveway approximately half way between the two existing driveways and reconstructing part of the lot to allow exiting left turns to Black Avenue from the new central driveway for mailbox drop traffic and parkers in the westerly half of the parking lot, and requesting the Post Office to share in the costs for this project. 20. 12/6/83
