467 <br /> <br /> Ms. Debra Strong, 4327 Fairlands Drive, General Manager of the Chamber of Com- <br /> merce, read a letter from Ted Mann urging Council to adopt the general plan amend- <br /> ment and expressing appreciation to the Council for their efforts in the planning <br /> of the North Pleasanton area. Ms. Strong stated that in a recent survey conducted <br /> by the Chamber of Commerce, most members feel that growth in Pleasanton is moderate <br /> and they support the applications before Council tonight. She stated she personally <br /> supports the general plan amendment and also supports reapproval of the project. <br /> <br /> Mr. Wayne Nygren, 8034 Arroyo, stated he felt Hacienda Business Park is the finest <br /> quality business park in California and is backed by stable developers. He stated the <br /> alternatives are far less desirable if Hacienda is not allowed to continue develop- <br /> ment of their business park. <br /> <br /> Ms. Carroll Oneal, 4281 Denker Drive, stated she is totally in favor of the pro- <br /> ject. She stated that improvements to the sports park alone have personally bene- <br /> fitted her, and it is exciting to have teams from other cities come to Pleasanton to <br /> have their soccer tournaments in the Sports Park. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, stated he supports the general plan amend- <br />ment and the PUD application with reservations. He presented a memorandum to Council <br />outlining his reservations about the general plan amendment as follows: (1) a current <br />and projected inadequate supply of low and middle income housing in the City of <br />Pleasanton; (2) the environmental impact of growth on the health and safety of the <br />residents of the City; and (3) the economic viability of industrial growth to the <br />City. Mr. Hovingh stated he supports the Hacienda PUD for the following reasons: <br />(1) privately held open land in the City of Pleasanton is worth too much to be <br />economically viable for agriculture, or to be purchased for open space; and (2) <br />industrially zoned land can be developed piecemeal without a PUD, as demonstrated <br />by Hacienda while the court order is in effect. <br /> <br /> Mr. Frank Capilla, ~9 Twelve Oaks Drive, stated he concurred with the comments <br />of Mr. Bill Hirst. He applauded the Planning Commission and City Council, and urged <br />support of the Hacienda Business Park. <br /> <br /> The following persons spoke in opposition to the two items: <br /> <br /> Mr. A. M. Winslow, 28 Castlewood Drive, presented a written memorandum to Council <br />outlining his opposition to the proposed general plan amendment; stating it contra- <br />dicts other elements of the general plan and because it is not supported by a finan- <br />cial analysis. He urged Council to reject this amendment, adding that such a major <br />change in the character of Pleasanton requires a full-scale revision of the general <br />plan with citizen participation. <br /> <br /> Mr. Paul Ebright, 5416 Blackbird, asked if Hacienda Business Park paid for the <br />improvements to the Sports Park. Mayor Butler advised that improvements were accom- <br />plished because of a general increase in revenues which resulted in part from Hacienda <br />Business Park. Mr. Ebright stated that writing a law for one individual is not a <br />benefit to the public at large, and that the general plan amendment is unacceptable <br />from that standpoint. He added it will provide a constant inbalance and is contrary <br />to the concepts in the current general plan. He stated that passage of this amend- <br />ment will create a regional employment center in Pleasanton. <br /> <br /> Mr. Richard Combs, 4857 Harrison Street, presented a written memorandum to Council, <br />focusing on the financial impact of the proposed amendment to the general plan, par- <br />ticularly on the restraints imposed by Article 13B of the California State Constitu- <br />tion commonly known as Proposition 4. He stated that a city's health is measured in <br />many ways; the financial stature is one important indicator.
