459 <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that <br /> Resolution No. 83-500, after certifying that Council has reviewed and considered the <br /> information in the Environmental Impact Report, and certifying that the Environmental <br /> Impact Report has been completed in compliance with CEQA and State guidelines, approve <br /> the Environmental Impact Report to amend the general plan Growth Management Element to <br /> clarify the interpretation to be given to the existing goals and policies contained <br /> therein as they relate to the approval of a new industrial, commercial and offices <br /> development, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br /> Resolution No. 83-501, approving the application of the City of Pleasanton to amend <br /> the general plan Growth Management Element to clarify the interpretation to be given <br /> to the existing goals and policies contained thereas they relate to the approval of <br /> a new industrial, commercial and offices development, as filed under case GP-83-1, <br /> including the following: <br /> <br /> 1. Add to Exhibit A, Significant Effects and Findingst Section Section XII.B: <br /> <br /> b.3 Fact. <br /> <br /> Under this alternative, more Pleasanton workers would commute to Pleasanton. <br /> There would almost certainly be a lower jobs/housing index, i.e. more jobs <br /> than housing. The existing General Plan Review Committee is currently con- <br /> sidering the ramifications of commercial and industrial development in <br /> addition to the approved projects. She stated she had relied on staff for accurate information relative to the <br />project and felt she had been given the most comprehensive reports possible. She <br />stated that the City would not do anything that would adversely affect the valley <br />as it would shut off Pleasanton first. She stated she had carefully considered the <br />remarks of the opponents; that sometimes information is interpreted differently by <br />people. She stated she supports the project. <br /> <br /> Councilmember Wood stated he has listened to the consultants regarding valley- <br />wide effects of this project and feels the City is fortunate to have a project such <br />as Hacienda Business Park. <br /> <br /> Mayor Butler stated that when the project first started 18 months ago the question <br />about balance of jobs and housing was carefully considered. He stated the general plan <br />amendment which was just adopted is a different way of looking at the question that at <br />the beginning of the project.
