459 It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 83-500, after certifying that Council has reviewed and considered the information in the Environmental Impact Report, and certifying that the Environmental Impact Report has been completed in compliance with CEQA and State guidelines, approve the Environmental Impact Report to amend the general plan Growth Management Element to clarify the interpretation to be given to the existing goals and policies contained therein as they relate to the approval of a new industrial, commercial and offices development, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler NOES: None ABSENT: None It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that Resolution No. 83-501, approving the application of the City of Pleasanton to amend the general plan Growth Management Element to clarify the interpretation to be given to the existing goals and policies contained thereas they relate to the approval of a new industrial, commercial and offices development, as filed under case GP-83-1, including the following: 1. Add to Exhibit A, Significant Effects and Findingst Section Section XII.B: b.3 Fact. Under this alternative, more Pleasanton workers would commute to Pleasanton. There would almost certainly be a lower jobs/housing index, i.e. more jobs than housing. The existing General Plan Review Committee is currently con- sidering the ramifications of commercial and industrial development in addition to the approved projects. Proposals for additional development will be considered, with appropriate environmental review after that process is completed. c.4 Fact. k Due to existing general plan policies the annual residential growth rate may not exceed 2%. be adopted. She stated she had relied on staff for accurate information relative to the project and felt she had been given the most comprehensive reports possible. She stated that the City would not do anything that would adversely affect the valley as it would shut off Pleasanton first. She stated she had carefully considered the remarks of the opponents; that sometimes information is interpreted differently by people. She stated she supports the project. Councilmember Wood stated he has listened to the consultants regarding valley- wide effects of this project and feels the City is fortunate to have a project such as Hacienda Business Park. Mayor Butler stated that when the project first started 18 months ago the question about balance of jobs and housing was carefully considered. He stated the general plan amendment which was just adopted is a different way of looking at the question that at the beginning of the project. Mayor Butler stated he supports the Hacienda Business Park. 12. 11/8/83
