Ms. Suzanne Lamperr, GPuen and Gruen, addressed the fiscal impact concerns. She <br />referred to the "Interim Fiscal Report - 1981-82 through 1985-86" of the Director of <br />Finance for the City, dated November ?, 1983, stating there would be deficits in this <br />entire period without revenues received from the Hacienda Business Park. <br /> <br /> Mr. Jim Musbach, Gruen and Gruen, reviewed the job estimates. He stated the <br />current analysis in the Environmental Impact Report presents up-to-date information <br />for development in Pleasanton. He explained that prior information was based on <br />estimates, but which have now been refined and are accurate as to what will occur <br />in Pleasanton. <br /> <br /> Mr. Stan Saylor, Bissell and Karn, addressed the availability of water for the <br />proposed business projects. He stated the uncertainties of the State water supply <br />are fully disclosed in the Environmental Impact Report and responses. He advised <br />that Zone 7 shows a groundwater level to supply water for forty years, but they are <br />recommending a preservation program to curtail the use of water. <br /> <br /> Mr. Michael Hogan, Earth Metrics, addressed the concerns of air quality standards <br />being met. He advised that the Environmental Impact Report considered the worst <br />possible conditions that could occur in the valley. He advised there will be an <br />on-going monitoring system. He reviewed the monitoring process, which will be taken <br />at both an altitude and at ground level. He stated the monitoring program will be <br />in compliance with both state and federal air quality standards regulations. <br /> <br /> Mr. Joe Callahan stated the amendment to the growth management element does not <br />change the land use element, and further states that any projects of regional or sub- <br />regional impact will require additional study. He stated that total valley popula- <br />tion figures presented earlier were inaccurate; in his refined projections the esti- <br />mated population of the valley in the year 2005 indicate a total of 250,000-265,000; <br />rather than the 400,000-600,000 presented by a opponent. He stated the bonding per- <br />formance is secure; the economic incentive will insure that Hacienda performs. He <br />stated that build-out over the next 20-25 years is planned in an orderly fashion and <br />in compliance with all city requirements. He thanked Council for their consideration <br />of the two items. " <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on the two items. He thanked the audience for their participation. <br /> <br /> Councilmember Brandes stated that many people have expressed grave concerns about <br />this project, and he felt their concerns are legitimate. He stated he also had con- <br />cerns but felt the consultants have answered the questions in the Environmental Im- <br />pact document, which is the City's safeguard and protection to have the development <br />it desires. He stated that Pleasanton is extremely fortunate to have Prudential <br />Insurance Company and Joe Callahan become a part of the community; they share the <br />same concerns for this community as everyone does. He stated he is proud to support <br />this project because of its quality, economic strength, street improvements already <br />done and capital improvements that will soon be taking place, and the orderly fashion <br />in which development is proceeding. <br /> <br /> Mayor Butler stated he personally had never seen a more thorough Environmental <br />Impact Report document identifying worst case impacts, and this is a very unusual <br />opportunity and solid basis on which to proceed. <br /> <br /> Councilmember Mohr concurred. <br /> <br /> ll. ll/S/S3 <br /> <br /> <br />
