The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Report o~ S~rplus School Property <br /> Mr. Harris presented his report (SR 83:479) dated October 20, 1983, regarding <br />this matter. <br /> <br /> Councilmember Brandes stated that with the large residential growth in the Del <br />Prado area he felt additional park area should be considered at this location, if <br />it is determined that a school will not be required. He asked if Council could keep <br />the same zoning as it is now. Mr. Harris advised it is up to the City to determine <br />what the general plan and zoning will be for that property. <br /> <br /> Councilmember Mercer stated he questions the City purchasing more property for <br />parks. He added that he felt there is more need for additional park area in the Del <br />Prado area than in the Mission Park area because of the increased number of residents <br />in De! Prado. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Council- <br />member Mercer, that Resolution No. 83-481, directing staff to notify the Murray School <br />District that the City has no interest in purchasing the Stoneson School site and to <br />notify the Pleasanton Joint School District that the City would like to enter dis- <br />cussions for the purchase or trade of all or a portion of the Mission Park School site, <br />and that such notification would not obligate the City in any way, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Reeuest for Exemption from Growth Management Program for Valley Plaza Villages II <br />Mr. Harris presented his report (SR 83:474) dated October 19, 1983, regarding this <br />matter. <br /> <br /> Mr. Duncan Matteson, representing Valley Plaza Villages, stated that negotiations <br />are still pending relative to the easement right-of-way. He stated he concurs with <br />the staff report with the exception of the element of two-thirds designation of low <br />income units to be two bedroom units; adding that the Federal Government generally <br />requires equality between the one and the two bedroom units. He requested Council to <br />change the two-thirds designation of two bedroom units to one-half. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Mayor <br />Butler, that Resolution No. 83-482, approving the low income housing exemption for <br />Valley Plaza Villages II, to be implemented through an agreement between the City <br />and the developer incorporating the following four elements: <br /> <br /> 1. Fifteen (15) year rent limitation of 32 designated units (although <br /> flexibility should be allowed over time to allow shifting in such <br /> designation). <br /> <br /> 2. One-half (16) of the designated low income units should be two bedroom <br /> units, and one-half should be one bedroom units. <br /> <br /> 3. Rent adjustments may be allowed annually based upon HUD income guidelines. <br /> <br /> 4. The developer and his successors shall be responsible for yearly status <br /> <br /> 10. 10/25/83 <br /> <br /> <br />
