427 <br /> <br />Drive, subject to the following mitigating conditions: (1) the final design for the <br />project shall provide adequate provisions for dust and erosion controls during con- <br />struction; (2) that construction activities be limited to daytime hours only, during <br />periods approved by the City Engineer; and (3) that the recommendations of the tech- <br />nica! reports (Camp Dresser and McKee, MEGEO, Inc., Burkland and Associates) shall be <br />followed relative to seismic conditions, geotechnical information, and reservoir de- <br />sign issues, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Plans relating to traffic signal installation and ~elated roadway improvements at <br />the Interstate S80/Hopyard Road Interchange <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Warnick presented his report (SR 83:440) dated October 5, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> Mayor Butler declared the public hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />Resolution No. 83-452, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate for <br />plans relating to traffic signal installation and related roadway improvements at the <br />Interstate 580/Hopyard Road interchange, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Brandes, that <br />Resolution No. 83-453, approving plans relating to traffic signal installation and <br />related roadway improvement at the Interstate 580/Hopyard Road Interchange, and <br />authorizing staff to pursue the approval of the Project Report for the project by <br />Caltrans and, as soon as possible, after Caltrans approval, return with construction <br />plans for City Council review and approval, be adopted. <br />The roll call vot~ was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES~ None <br />ABSENT: None <br /> <br />Proposed Ordinance regarding Regulation of Newspaper Dispensers <br /> Mr. MacDonald presented the report of the Assistant City Attorney (SR 83:443) <br />dated October 5, 1983, regarding this matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Ms. Judy Mayhew, President of the Pleasanton Downtown Association, stated this <br />group is firmly behind the proposed ordinance.
