<br /> tors, and authorizing execution of the agreement by the appropriate city officials.

<br /> h. Adoption of Resolution No. 83-400, after review of bids, award the contract for
<br /> Kottinger Drive and Kottinger Park Storm Drain Improvements, Project No. 83-11,
<br /> " including all six alternate bid items, to R. Flatland Company, 333 No. Amphlette
<br /> Boulevard, San Mateo, for the low bid of $92,204.00; authorizing execution of
<br /> the contract by the appropriate city officials; and appropriating $35,000.00 of
<br /> additional funds to finance and provide contingency for Project No. 83-11, Kot-
<br /> tinget Drive and Kottinger Park Storm Drain Improvements.

<br /> i. Adoption of Resolution No. 83-401, after review of bids: (1) reject the bid re-
<br /> ceived on September 20, 1983 from Sanel!i Heavy Equipment Rental in the amount
<br /> of $168,748.00 (Section 20166, Public Contract Code); (2) pass a resolution by
<br /> at least a four-fifths vote declaring that the project can be performed more
<br /> economically by day labor (Section 20167, Public Contract Code) and direct staff
<br /> to proceed on that basis; (3) appropriate an additional $50,000 for the Sanitary
<br /> Sewer Capital Improvement Project No. 82-14 for a total appropriation of $70,000
<br /> for this work and the lease payments; (4) approve the revised plans and specifi-
<br /> cations dated September 12, 1983; and (5) authorize the City Manager to execute
<br /> the Land Use Permit and approve payment of required lease fees to the City and
<br /> County of San Francisco Water Department.

<br /> k. Adoption' of Resolution No. 83-403, approving agreement with Ruth and Going, Inc.~
<br /> for Pleasanton Treatment Plant and Corporation Yard site utilization study; auth-
<br /> orizing execution of the contract by the appropriate city officials; and authorizing
